More on Conflict of Interest Issues in GT.

Miller Defence to the charges he did not negotiate or sign or approve the contract is an interesting point of argument. The Judge may rule on this issue before the trial advances, and may dismiss the case all together for lack of sufficient evidence to proceed.

IF the Judge proceeds then, Mayor Ferry and Council Member Bea Cortes are or should be subject to the same charges as they approve payments to businesses or services where they are either employed, or their spouse is a member of the Board of Directors. There may be charges against other Council Members and Planning Commissioners and Staff if this is the standard of practice that is going to be upheld.

The Grand Terrace City Attorney said that the Mayor's Relationship to the Water Company is not a conflict as she was not party to rate or services negotiations, she just votes to pay the bill. So according to Harpers Opinion there is no Conflict for the Mayor. However, in a letter crafted to Jim Miller his opinion was there "May" be a conflict.

One thing is clear at a minimum. The City Attorney needs to be replaced. His "Opinions" have not protected the Citizens Interest or even the Council's. He has been a toady for Steve Berry and prior to that Tom Schwab. He perhaps should be subject to Professional Discipline within the Bar Association. For a fee of 15,000 per month he has not served us well.

Grand Terrace City Councilman Jim Miller pleaded not guilty this morning to a felony conflict-of-interest charge.

San Bernardino County Superior Court Judge Douglas Elwell entered the plea on Miller's behalf and set Nov. 3 as his next court appearance. Miller is accused of voting to approve payments totaling about $18,000 to his wife Margie's newspaper, The Grand Terrace City News, for the city's legal advertisements.

After the brief hearing in a San Bernardino courtroom, Miller's attorney said that prosecutors haven't proven the felony conflict-of-interest charge against his client.

Miller's attorney, Richard Ewaniszyk, of Victorville, said outside the courtroom that Margie Miller's publication is the only newspaper authorized to publish legal notices for the city. He said that, in order for Miller to have a legal conflict of interest, the councilman would have had to vote to approve a contract to pay the newspaper. Prosecutors have not produced such a contract, Ewaniszyk said.

He praised the San Bernardino County District Attorney's desire to handle accusations of public malfeasance, but he believes the charge against Miller "is a misunderstanding."

The deputy district attorney handling the case could not be reached for comment.

Isn't it time to down size Halloween Haunt Too?

The extra cost of having the Stunt and the possible negative impact on children trying to copy such acts is not needed for a GT Size Event for children...

The haunt was intended to be a safe place to have kids gather candy on Halloween. It was not intended to be a Political Market Night, Church Recruitment Event or a Loud Band and Stunts.

How did it go so wrong? Oh yeah... the super party planner blew up the budget and noise and changed the focus of Children, Candy and Costumes and games. Steve Berry is gone... do you think the Noise and Show should be focused back to the CCC's and the Woman's Club Hot dog Dinner for Kids and Parents?...

Stop the Political Booths, and Church Booths get back to just focus on the CCC's... and Games. People should help just for the FUN of it... not for new church members or votes...

Jim Miller's Day in Court...

Today in the San Bernardino County Superior Court, Grand Terrace City Councilman Jim Miller pleaded not guilty to a felony conflict of interest charge.
Miller appeared in is scheduled to return for a status hearing Nov. 3.
He was arrested in July on suspicion of voting to pay for thousands of dollars in advertising with his wife's newspaper during the past two years. He had no part of the Staff Negotiations with the newspaper's owner his wife. He voted to approve the check register that contained payments for services contracted by Staff of the City for services that were rendered at a competitive price. Is that a Conflict, that is the legal question.

A status hearing is where the Attorneys of both sides and the court affirm they are ready for trial and that defence has been given all records of DA's Office. Including possibly the identity of the Anonymous Accuser speculated to be Steve Berry with the aid of Bea Cortes. Then there will be a calendar discussion so that everyone is in court. Jury Selection may also be included in the process. So Jim Miller's case can be drawn out for a significant amount of time. It may also draw into the court City Documents that may be problematic to other City Council Members and City Staff.

So stay tune Citizens... It isn't about if the adds were purchased but if his approving the check register equals a conflict of interest. The intent of the law and the letter of the law is the issue in this case. So it will be interesting for folks out of Grand Terrace City Limits as well. If the City Council is to be held to the Letter of the Law others on the GT City Council also should be expecting equal treatment from the DA's Office... or Jim Miller can consider himself a politically motivated prosecution a Political Prisoner of Grand Terrace.

Planning Meeting OFF again..

October 1 Planning Commission Meeting has been STOPPED AGAIN.

Next Planning Meeting is on the Calendar for October 15th...

SO what is on the AGENDA? The Mar Ventures Plan?

So what is up with all the missing meetings?


Mar Ventures is biggie in Riverside area, particularly in County areas around such city. They had developments in Temecula and lower desert areas back when.

"Official" reason for delay at last PC meeting was something else cited. But if Mar wanted on agenda they could not vote upon anything, just talk about it. It never officially got onto the PC agenda. I think they were ill prepared or just pushing their luck and influence, trying to get in with the PC in a good way. There was no "Official" meeting, so there is no way to know who they spoke to or what was said, if there was a meeting with Staff or PC Members Individually.

Look for something oddball on their development. The PC will argue for hours about some 10 cent item, and forget that the main objection in the audience was the millions NOT spent upon some item like Roads, Sidewalks, Water and Noise and other real Quality of Life Issues for existing residents, and businesses.

At the past PC and CC meetings, I think the majority of persons in audience heard the City (of GT) staff mention about 1-2 years ago during one of the meetings (after the initial OAC one) that "naturally" any development of the OAC property would involve the realignment of streets... including that little parcel on East side of Michigan where present auto parts business is located.

That, or the whole project would not fly. I think something was mentioned via staff that the realignment had something to do with a need for stacking space on Barton Road near the freeway bridge. If the alignment was put off until later, the developer (the RDC) had to budget this in. It was not.

Being as the public had their two minutes each already, there was near zero conversation on such. I think they were trying to defer costs off on to that of the City of GT redevelopment of Town Square.

But, but, but, what about the strip along the freeway then? Ripe for 60 feet high billboards? You know, the 30 foot wide strip right between the man made lake and the freeway (does not take approval via CALTRANS or via anyone other than the CC).

The representatives were flat mad that this was brought up. I think PC member Tom mentioned ... Yes, what of this?

And the realignment of Michigan was soon forgotten.

Add: That some one in the Staff has the Elimination of Grand Terrace Elementary School and a conversion of that area to Retail Zoning... No Doubt this is how pushing all the cars near to the School's intersection was OK with the Planning Commission...

It should be a FULL DO OVER and MAR VENTURES should not be the Developer of Choice.

No One Knows?

Checked with the City. No one knew who put the article in the paper.
No one in the City admitted to talking with the Mar Ventures Inc. developer.
The City said they would as the Sun to retract the article.

Was there a meeting behind closed doors with the City Staff or some of the Planning Commission and Redevelopment Agency?

Did Mar Ventures do a press release with the information above and then the meeting was not held for some reason?

Note ot Citizens. A portion of this property is owned by the Redevelopment Agency of Grand Terrace. Mar Ventures like the other Contractors and Developers of the past have not had to submit competitive plans or bids to get their status of Developer of Redevelopment Agency Property. They were in part party to the folly of Outdoor Adventure Center that failed to have a realistic cash flow or comprehension of the nature of the property to be developed.

In addition until the 215 freeway is planned and fixed there should be no planned use of the property along the freeway. Final Note. There must be full disclosure of the EIR and TRAFFIC STUDY as part of the PLAN... to even have a PLAN pre Study or EIR and TRAFFIC Infrastructure improvements as a known factor there is reason to be suspect. This is in part PUBLIC OWNED LAND and the PUBLIC SHOULD BE MORE INVOLVED IN THE PLAN...

THIS IS NEW DEVELOPMENT not RE DEVELOPMENT and it should be questioned in great detail as how the NEW DEVELOPMENT will have an impact on already existing homes, and businesses. Including all the Realtors who own bits and pieces or manage the Redevelopment Agency Owned Property.

Green Jobs and a Green Development Great... but more of the same no thank you and empty field is better than an empty building some where else in the existing developments.

High Speed Train and Grand Terrace??




There are meetings on the Topic of a High Speed Train that MAY pass through Grand Terrace and "May" have a stop in Highgrove. OR NOT...


Putting in a rail line on an existing rail right of way makes sense at the first look. However, a High Speed Train and the old Electric Line Right of way have conflicting design requirements. A significant amount work would be required to make the route safe for a high speed train to run at high speed.


So how much of that will impact GT. Who Knows? If the past AES Power Plant is an example of how the GT City will be represented in the discussion we the citizens must be come informed and share that information with each other as the City Council and Mayor and City Managers of the Past have demonstrated a non interest in such important issues. They have demonstrated a collective impotence on such matters of the 215 / AES Power Plant and even a Commercial Kitchen at the Senior Center. These type of "Complicated" issues are left to State or County Officials and they don't even get informed or offer a public opinion on such important plans.

By now many G.T. residents ought to have received by mail an invitation to complain about an environmental report circulating, which has talks scheduled for October and November in Riverside and San Bernardino areas. This is item number two on agenda and concerns a new proposed High-speed railroad route from San Diego to Los Angeles via the Inland empire. Item one on agenda was a funding for a new route UP Cajon pass for gamblers going to Las Vegas from Los Angeles areas (This has been written up since the dawn of the diesel age).

The original route for connecting San Diego to Los Angeles via the coast (just because it has been used for 100 years) is not of concern here.

Via another web site have found out recently that some group from San Bernardino spoke up and claims to represent "all" cities and persons to south of that big city (listen to us for we know what is going on here). The new inland route scheduled is to connect San Diego to Los Angeles via a divide about at Murrietta, approximating the older routes of the California Southern RR and the newer Santa Fe. One route goes north via Corona and the other via Colton.

This group is fighting to get the line extended via San Bernardino while the original concept was found more economical via Corona, and the Corona way is the favored route right now by the state of California. The situation is that the group in San Bernardino contends the right-of-way is already bought, via the old Pacific Electric route through Grand Terrace and Southern Highgrove.

Now RCTC owns and manages this route since the 1990's. Was a big stink that somehow Highgrove got left off the future list of depots for a stop by Metrolink as reported at the blog and via the newspaper. They are scheduled to be left off the stop-over list again. Now, if anyone has driven parallel to the old Pacific Electric route (of 1926) through G.T. and Highgrove they will find it goes up and down steep hills, around sharp corners, and and also hits Colton on ninth street at a bad location and in Riverside at the row of junkyards. Don't matter, it only takes money to correct this.

The original California Southern RR route via Highgrove as used today was not considered as due to the grades involved in an alignment in Box Springs area and the too closeness to RCR (too many protesters). It was mentioned to be too expensive via the State Commission. Too big of hills, too tight radaii, too little space for passing tracks, too few locations for a depot. And downtown Riverside was too far away.

As I understand the group in San Bernardino says NO to any stops in the whole of Riverside County area except for one "Possibly" in downtown Riverside and one near Murrietta.

There is no dollars for either route at this time, people can mention such at the upcoming meetings, but they may get shouted down and ignored. As the one route via G.T. is under consideration, it is not viewed too favorable by the State due to the concerns mentioned here, but the nearness to Moreno Valley is a good point. Hemet is mad as they are being left off the scheduled route now too. But then, they were not in running for any depot as per the San Bernardino group. Do not expect a decision to come out at the meeting, for I find the panel leaders often do not live near here, nor know much about the terrain. Looks good on paper..

Bike Lane - Traffic Safety and Politics..

GRAND TERRACE - There's the Redlands Bicycle Classic and the Tour de France.
Grand Terrace used to have its own bicycle race called the Tour de Terrace about 20 years ago.
Even though the event was canceled because of budget cuts, the city is still a popular route for cycling enthusiasts.

Last week, the city became even more bike friendly.

Workers completed a new bike lane and street improvements along a section of Mount Vernon Avenue.

"Grand Terrace is a main thoroughfare for bike riders," said Richard Shields, the city's public works director. "All day long you see bike riders going down both sides of Mount Vernon. They head down Barton Road into Redlands. It's a popular route."

As part of the project, the intersection of Mount Vernon and Pico Street was widened, along with construction of a new disabled access ramp on the northeast corner. New curbs, gutters and sidewalks were also added.

"I think it will benefit the residents by providing an easier traffic flow," said Councilwoman Bea Cortes. "It will also give the residents another opportunity to exercise."

The city moved two Southern California Edison transmission poles that were in front of two properties where right-of-way was purchased to widen the street.

With a push from Cortes, the city received a $100,000 grant from San Bernardino Associated Governments, the county's transportation planning agency, to pay for half the project. The rest of the money came from city capital improvement funds.

Shields said the wider intersection will give the city more room to add a traffic signal in the future.

Traffic is expected to increase through the area if the 4,000-home Spring Mountain Ranch housing development south of Grand Terrace is built. The project has been on hold because of the downturn in the housing market.

"If people need to get to the 215 Freeway, they're going to filter down Mount Vernon to the 215," Shields said. "We're trying to widen as much of Mount Vernon as possible to facilitate that and to facilitate bicycle and pedestrian travel as well."

Gramps has to add a note:

Bicycle Lanes and use of Alternative Transportation such as Neighborhood Electric Vehicles would be enhanced if there was a city wide Maximum Speed Limit of 35mph including Mt. Vernon and Barton Roads.

The added traffic when the high school opens will be sufficient need for added traffic signals and a wider road. People from Mt. Springs Ranch can get on the freeway at the Iowa On ramp rather than drive through GT in a zig zag of lights and housing.

The traffic would be from those not getting on the 215 that use GT as the Freeway Bypass. These folks along with our residents speed through town during rush hours. A 35 mph speed limit would hold speeds not to what is "Traveled" but what is safe and should be traveled in a city retail area and homes, and schools, and bike lanes... Stop catering to speeders by using the excuse that the speed limits are set at an average of rate of speed of a sample of drivers on sampling day. This does not mean that the speed practiced is a save speed.

Final Note: Bea Cortes is trying to build a new resume after her long collaboration with Steve Berry and Tom Schwab. Giving her press coverage only aids in that attempt when she should be enjoying the same or similar situation that Jim Miller is now facing. She is a woman with connections and who knows how to run a news worthy event like Miller's Arrest and Booking, when a simple court order could have been issued. Think about it every time she speaks, or is covered in the Press of any kind.

Failure and Folly of City Hall. How much longer?

We can pay 77,000 for an unnecessary sign, 60,000 for an orchard, but we can't fix the streets.

There is something wrong in City hall.

Yes the priority for Show and not Function has been epidemic in the Schwab / Berry / Ferre years of administration. Perhaps the tide has turned... a bit.

The city is responsible for the Senior Citizen Kitchen not being designed properly. Here is how it works. When the City Planning Department and City Council signed off on the Plans they were all interested in the "Show" of the plan, not the FUNCTION. When the City Signed off on the design it then becomes responsible if the design is the problem. Apparently our City Planning Department has no one on staff that knows a Commercial Kitchen is required for a Public Eating Facility, or what should have been called out or specified in the contract negotiations prior to the DEAL being made with Corporation for Better Housing.

So the City failed two times. One Pre Contract, in not calling out the specification for a Commercial Kitchen, and Two in approving the plans provided by CFBH.

Now it will cost nearly 50,000 to have a Commercial Kitchen put in when all is said and done, and that is a low bid. It could exceed 100,000.00 and the City Redevelopment Agency will be paying for it. & that means us the tax payers.

That same money could have been spent in other ways... and should be accounted as being the cost of a NON PROFESSIONAL CITY HALL. and Cost of Doing Business with CFBH who should have known to build to Commercial Standards as this is not the first Kitchen they have built, and they employed folks who should have also known and got it right the first time.

Free flu shots to be offered at Colton health fair

Health screenings, free flu shots, and safety and fitness demonstrations will be provided during Arrowhead Regional Medical Center's Health and Safety Fair on Saturday.

The fair will be at the hospital at 400 N. Pepper Ave., Colton from 10 a.m. to 2 p.m., hospital officials said.

Free seasonal flu shots will be available to 200 adults, and the first 200 children to complete a health screening will receive a new teddy bear.

Other activities such as free snowboarding lessons, a slide and bounce house and a raffle will be at the fair.

More on the BIG BOOM Question...

EYE and EAR on the Big Boom: This in from a Reader:

Concerning the loud boom heard Sept 11, 2009... We were actually at the park that night setting up on the top field for GT Community Day and heard a high pitched sound propelling through the air. Then just directly over us and up about 40 feet, was the big boom! and a plume of grey smoke. It was thought by those of us there that it appeared to be a heavy duty firework or a "mortar". It shook us up momentarily, but on with the set up we went!

Do you know what the big 'BOOM" was on Friday - 9-11 at about 9:00 pm?? I have heard several different answers but nothing confirmed. The 'BOOM" was heard in the Rollins Park area for several blocks away. It was an Explosion type BOOM...

Nasa's space shuttle Discovery has landed at the Edwards air force base in California after plans to land at the Kennedy Space Center in Florida were postponed due to bad weather.

The shuttle missed two landing slots on Thursday, before landing shortly before 9 p.m. on Friday.

The shuttle had been on a supply mission to the International Space Station with seven astronauts on board.

Commander Rick Sturckow, pilot Kevin Ford, flight engineer Jose Hernandez, spacewalkers Danny Olivas and Christer Fuglesang, and astronaut Pat Forrester flew back to Earth with a new crew member, returning space station flight engineer Tim Kopra, who had been in orbit at the station for two months.

Editorial: Getting it half right on redevelopment
Mutated blight-removal agencies should lose funds, shouldn't have unjust existences extended.

The overall state budget deal is, indeed, a mixed bag, but we're glad the plan includes no new taxes and at least temporarily closes the gaping budget hole. The deal doesn't make long-needed structural reforms, but as Jon Coupal, president of the Howard Jarvis Taxpayers Association, told us, it's a huge improvement from the tax-raising plan that was shot down by voters in May.

This episode should serve as a lesson to Republicans on the value of holding firm against tax hikes. Still, expect continued wrangling as Democrats come back to push their one-size-fits-all permanent solution of tax increases, and expect continuing lawsuits and fights over two aspects of the budget plan that deal with the state's notoriously wasteful and ham-fisted redevelopment agencies.

Details of the plan had yet to be released, but the budget takes somewhere between $1.35 billion and $1.7 billion from redevelopment agencies and uses the money to backfill state education dollars. The second redevelopment-related provision is described by the Sacramento Bee: "In a separate proposal, the state has asked redevelopment agencies to volunteer 10 percent of their coffers upfront. In exchange, the agencies would be permitted to extend the life spans of their redevelopment zones by up to 40 years." Cities would not even need to find blight in order to dramatically extend the life of these areas.

We like part one. As the Register has long argued, redevelopment agencies – which are state agencies even though they are run by cities – should be shut down and their debt service paid off. Redevelopment is a central-planning mechanism by which local agencies undermine property rights and capture tax revenue that would otherwise be headed to schools, public safety and other traditional county governmental services.

The way it works: Cities want to increase tax revenue, so they declare areas "blighted" and start redevelopment zones. Once the zones are created, officials have vast powers – including eminent domain – to transfer properties to favored developers. Redevelopment law also forces cities to use a large portion of the taxes to build low-income housing. Cities run up enormous debts to subsidize developers and developments and then the new tax increment – the increase in property taxes after the new developments are put in place – is used to pay off the debt. Cities pocket the sales taxes and bed taxes from the new projects.

Initially conceived to replace slum areas, redevelopment law has become a scam used by cities to ladle out corporate welfare and to divert tax revenue headed to other agencies. So there's nothing at all wrong with taking away this money. As Orange County Supervisor Chris Norby, a longtime foe of redevelopment abuse, said in a recent published report, redevelopment agencies "have been draining money from the state for decades. It's long overdue that the state takes back the money that RDAs have been taking from the state's public schools."

But the second redevelopment-related element in the budget plan is a bad idea. Even though current blight designations are overly broad, it's dangerous to allow redevelopment agencies to expand without going through that process. This also would make it more difficult for community groups to fight these projects. Community groups have been winning some legal battles, for instance, when cities use phony criteria to determine blight. This plan makes a mockery of the stated purpose of redevelopment zones, which are supposed to be temporary mechanisms to clean up downtrodden areas, not to serve as permanent tax-enhancement regions.

This bid to extend the lives of redevelopment zones is pushed by the city of Industry, a tiny-population city in the San Gabriel Valley that functions as a giant redevelopment agency. The apparent goal is to make it easier for a developer to build a stadium for a future NFL franchise. The land is outside the redevelopment area, but published reports suggest the plan would enable the city to fund infrastructure projects needed to service the proposed facility.

Like the rest of the budget deal, this, too, is a mixed bag, but maybe it signals that the Legislature is beginning to look closely at redevelopment agencies and the path of financial and property-rights destruction they have left in their wakes.

Will RDA thus Citizens be Left Holding the Bag?

If Staters buys 12 ac., that is pretty much Jacobsen's land. The city only owns the property infront of the Assisted Living Home, next to the canal.

If Stater's isn't bying all the land, what is the PLAN the Unified Develope it all at once Plan going to be?

Stater's isn't buying the Auto Zone, the Pit Stop or the former Mobile Home Park or Former Mayor's Land... are they? I don't think so..... Jack is buying dead center of the property... leaving the ends and the traffic problems to others to deal with...

Jacobsen Family Holdings or what ever name Doug Jacobsen is operating under has received an offer from Jack Brown / Stater Brothers for 12ac of land to build the Mega Staters on. No one knows if the offer made was accepted.

Here is where it becomes our business or should be. Doug Jacobsen will be recovering some if not all his investment in the land he acquired with the aid of the Redevelopment Agency and City Council. He was aided by the City requiring land owners to sell to Doug Jacobesen and only Doug Jacobsen or face Eminent Domain. This was done during the Highest time of the Real Estate Market. But by limiting the possible buyers it was not a Free Market Sale for those forced by threat to sell.

Now that all that has been done... What about now. The deals were such that Doug Jacobsen purchases some of the land directly and other portions were paid for by the RDA who would later sell the land to Doug Jacobsen when he pulls all the property together. Well, what we have now is the RDA Land will not be developed and still on the Debt Load of the RDA and Citizens of Grand Terrace and Doug Jacobsen will sell his portion of the land to Stater Brothers.

IF Doug Jacobsen makes a single dime off the sale of the land it should be paid to offset the cost of the RDA Land Debt. The Jacobsen/Schwab partnership will continue to cost the City of Grand Terrace long after both of them have been replaced.

There is concern that the Placement of Stater Brothers provides a sufficient back lot as a buffer between the store and the Residential Housing along the South Portion of the property.

Staters is looking at the Core of the property,,, the area behind Miguel's... leaving the other ends of the property most of which if not all is RDA Land for "Future Development".

We loved the community/family feel of Grand Terrace Community Day and how our community was able to pull together.

The FlyBall Professional Dog Show was a blast to watch, as well as the various events up on the stage. Our kids just loved it!

Watching the volunteers work together in the Kids Zone was inspiring. The Girl Scouts from various troops, Boy Scouts and Cub Scouts, Hollywood Video, Xplosion Soccer Team, Possabilities group from Colton High, members of Terrace View and GT Elementary School PTA , Colton LDS Ward, The Brook Church, The Rock Church, GTHS Foundation, the Pirates from the Peter Pan Play from Terrace View and many parents/citizens from our community, all working together to make crafts and educating the public on conservation all with recycled items, and providing fun activities and games for the children to enjoy.

A big thanks to Cal Skate for being a recycling collection center, and creating all the signage and advertisement for the event. Grand Terrace City News provided newspapers for crafts at the Kids Zone, published articles in their weekly papers to advertise the event, and produced the well layed-out program for the day. It was so very much appreciated to have the city officials, especially Barrie Owens, take on the role to help facilitate the event with their leadership, input and guidance.

As you can see, from the volunteers, to the donations, to the sponsors, to the day's full list of activities, this was a true community event! We really did feel part of a team and loved being part of the event this year...

From its conception all the way through to its completion! Let's applaud our community and embrace the efforts and countless volunteer hours that brought this day to fruition! We look forward to being there next year and helping in any way we can again. ..

Grand Terrace Community Day YEAH

You still have time to see Grand Terrace Community Day..

I went early for Pancakes... and then went to see the set up at the Park. Impressive. People were well organized and ready to welcome all the visitors. Yeah for the planners of this community event and the businesses and clubs that supported it. This is a fantastic example of community and an important appreciation for proper scale for a Small Town.

Hats off to all who Participated in this years Grand Terrace Community Day Event.

More on Cortes

Nothing will come out of the same crimes committed by Cortes that Miller was indicted for. Carlstrom was Ferre's campaign manager. This goes deeper than voting on the consent calendar. Cortes, as a member of the RDA, as well as the City Council voted on every property deal the City had with Terra Loma. There were plenty of RDA houses that were sold to the city by Carlstrom and plenty that were sold by Carlstrom. The Council and City Attorney were well aware of who Cortes worked for. Remember when Cortes announced from the Dias she was looking for a job and the next thing we saw was Cortes mug plastered on Terra Loma Reality ads saying she was a real estate sales person for Terra Loma and the ads also stated she was "Mayor Pro Tem" of Grand Terrace. I do believe this site has the ads in it's archives.

Actually the Level of Conflict is different. Jim Miller never was party to the negotiation of price and contract, and there were competitive bids taken for the News Paper Ads. Where as there were no competitive bids for the "Services" provided by Terra Loma. Terra Loma got its fingers into the Grand Terrace Taxpayer's Pie by the Good Old Boy selection method. This would raise the level of Conflict of Interest on Cortes case as being a higher level of transgression if it ever were charged in a court.

Some what odd that Terra Loma will end the Contracts with the city rather than end the relationship with Cortes when Cortes claims she has not sold a house for over a year. Why is he keeping a non producer in his Office?

Send in the Appraiser used to set a price on Jo's Land and House and have them assess the value of the land Jack Brown wants to build a Stater Brother's Store. That should be what is paid to Jacobsen anything over that should be paid to a fund for the purpose of YOUTH PROGRAMS or Facilities for persons the age of 12 to 21.

If Jacobsen has a loss, well he should see the PERSON of Tom SCHWAB for any losses on his BIG IDEA...

Residents step up for Grand Terrace Community Day

GRAND TERRACE - When Shad and Raina Boal found out the city's signature event wouldn't happen this year, they took matters into their own hands.
The couple decided to put on a smaller-scale community fair to replace the annual Grand

Terrace Days, which was traditionally held in June but was canceled this year for budgetary reasons.

Grand Terrace Community Day is 10 a.m. to 2 p.m. Saturday at Richard Rollins Community Park.

"We were saddened by the news," said Raina Boal. "They said it wasn't in the budget and they didn't have the money to do it. We said, 'Let's do it anyway. We can make it happen."'

Instead of the city taking the lead, as had been the case in years past, dedicated residents organized a grass-roots effort to get donations from businesses and organizations to pay for the event.

This year's event will cost about $20,000 - about half the amount of last year's Grand Terrace Days.

Grand Terrace Days had a parade that attracted the likes of Burt Ward, who starred as Robin in the original Batman television series. Ward was grand marshal of the parade in 2006.

Saturday's event will be more back-to-basics, with a car show put on by the Grand Terrace Lion's Club, a pancake breakfast to benefit firefighters and a host of other fun activities. The pancake breakfast is 7 a.m. to noon at Fire Station #23, 22582 City Center Court.

There will be a watermelon-eating contest, water- balloon toss, a professional dog show, performances by dance groups, a health and safety fair and a "kids zone" to teach children about recycling and conservation.

Even though this year's event is smaller than in the past, Councilwoman Lee Ann Garcia said it will help bring the community together.
"It's important that we keep our traditions going even in tough economic times," Garcia said.

In years Past the Parade didn't "Attract" such people as Burt Ward, or Little Rickey... or the Bands ... the City PAID for them to come. Well, perhaps not the city... there was a FUND of "Donations" from Developers and Businesses that was solicited and "managed" by Steve Berry. There has never been a full accounting of donations and expenses, nor an itemized account for City Employee Time Spent on the Steve Berry Party Style of GT DAYS or Halloween Haunt.

More Expensive, Bigger, Louder is not always an improvement... Thank Goodness that GT Days is in Citizens Hands. We'll have a nice day and not all the expense and the possible corruption that the Need for "Donations" from Developers with projects pending before the Planning Commission, or City Council.

The Donations for this GT Days can't be tied to any Pending Regulatory Decisions. That is worth celebrating.

Grand Terrace Closing Out Contract with Terra Loma

The city of Grand Terrace is taking steps to eliminate its contractual arrangement with Terra Loma Real Estate for property management services.

The move comes on the heels of recent publicity about councilwoman Bea Cortes and her professional relationship with Terra Loma. Cortes has for years worked as a sales agent with the company, which was founded and is owned by Gene Carlstrom, a former member of the Grand Terrace city council.

Cortes has until only recently consistently voted, as a member of the city council, to approve the consent calendars that are a part of the council’s agenda at its twice monthly meetings. The consent calendar, in Grand Terrace as in all cities, typically contains multiple items pertaining to the function of the city government, all of which are deemed noncontroversial and routine matters and are bundled together so they can be approved in a single yes or no vote of the council.

In Grand Terrace as elsewhere, the consent calendar contains the city’s check register, that is, a listing of the checks that have been written to the city’s various vendors and contractors.

City payments to Terra Loma for the property management service it provides are made by check. Those payments are then ratified by the city council as an item on the consent calendar.

Available records show that in the last year, the city has made at least 11 payments to Terra Loma totalling $8,366.47. Cortes participated in the votes to approve at least nine of those, including a vote made as recently as Au¬gust 11.

Cortes last month insisted she had done noting illegal in casting any of those votes.

Government Code Section 1090 prohibits an elected official from participating in a vote on any matter in which he or she has a financial interest. A payment to a business owned by that official or a business that employs the official or one with which the official is professionally affiliated is construed as having a bearing on that official’s financial interest.

Though Cortes has not been arrested or charged for any of her votes, one of her council colleagues, councilman Jim Miller on July 15 was arrested by San Bernardino County district attorney’s investigators and charged with violating Government Code section 1090. That charge stemmed from votes Miller had made to approve the consent calendar which contained check registers that contained payments for the city's legal advertisements that were printed in his wife's newspaper, the Grand Terrace City News. Miller’s wife is the sole owner of that paper and two others, the Colton City News and the Loma Linda City News.

Miller had never voted to authorize the city to purchase the ads. That decision had been made by city staff members who had determined that the rates in the Grand Terrace City News were lower than in competing newspapers. Like Cortes, Miller had relied upon an assurance provided by city attorney John Harper that as long as the newspaper was his wife’s sole property, the city’s purchase of the ads from her represented for Jim Miller no conflict.

It now appears that the city of Grand Terrace is rethinking the soundness of Harper’s advice.

“We have a request for proposals out for a property manager,” act¬ing city manager Bernie Simon told the Sentinel this week. “We are in the process of ending our relationship with Terra Loma.”

Simon said that as far as he knew, “There was no RFP [request for bid] process that we went through when we hired them [Terra Loma]. We’re now refreshing our bids for property management service.”

Simon said Terra Loma would be free to put in a bid to provide that service.

City officials have indicated, however, that the use of one of the city council member’s employers as a contractor represents a problem for the city. It is anticipated that in any future votes made to confirm payments that will be made to Terra Loma to compensate that company for work it has carried out or, until a new contract is in place, is continuing to carry out, Cortes will abstain from those votes.

Added Detail:

City Attorney John Harper hired by Tom Schwab with Council Approval however there were no open applications for the position. Tom Schwab just picked a Friend he could work with. This is how City Contracts for Services was "Managed". All Professional services were "Friends" of the Schwab, no Request for Proposals, or bids on hourly rates. Where Tom Wanted a Red Curb he was sure to get a traffic engineer he paid to supported his desires.

Look around at the great legacy of advise Tom Schwabs Friends have provided Grand Terrace. Outdoor Adventure Center, Promotion of the reopening of the HighGrove Power Plant. Failed Redevelopment plans on Freeway Frontage, Barton RD and Losses in Court Cases after the City followed the Advise of the City Attorney, Tom Schwab's Friend.

John Harper is unprepared for the meetings, and is often playing games or fiddling with his blackberry during City Council Meetings. He should have reviewed the Redlight Camera Contract and been able to answer questions of the council during the last meeting. He sat there like a school boy who had not done his homework, and didn't want to be called upon in class.
For this we pay him?

It is time to review ALL the Professional Service Contracts that are part of the Schwab Era of Government.

Grand Terrace Community Day... THIS SAT...

All the citizens are invited to the Fire House in the morning for a fund raiser pancake breakfast... then proceed over to the Park to view a Car Show, Play Zone, Craft Center for Kids, and a Professional Dog Show. There will be demonstrations and exhibits from several organizations and activities within Grand Terrace. This day has been brought to you by your fellow citizens, and the Lions Club...

Let's all show up... Perhaps the Lions Booth can have a bucket for the COP Uniform Fund... and we citizens can support our Community Officer Patrol Volunteers this way.

As mentioned Cal Skate has been a model business citizen in assisting the Community Days Event... Their facility is a second home for many of our youth... so Give them a big thank you when you see them at the GT Day's Activities.

So Lets Get it Right... Center Needs Working Plumbing

Corporation for Better Housing has not fixed the lacking of a proper commercial kitchen drain for the Senior Housing's Senior Center... What is the plan to fix this problem and a time line for its completion.

Why was this not called out as a design requirement, and if it was why was it missed by the Building Inspector, Planning Department, and the people who all signed off on the design and building of the building? Hello what are you being paid for?

If the Building Inspector approved the building and the designs were complete and signed off by the city it may well be a city problem to fix. This is the same kind of drain required in all restaurants in the city... so it should be a known requirement within the building and planning departments and the plumbing inspector who signed off on the plumbing design and installation.

SO... what is the standard practice of the CBH... do they put kitchens in with out proper drains in other Senior Buildings or Community Center Rooms?

For the seniors who are still looking for alternatives there is a fun activity at Highgrove this Wens... get your 50's dancing out fit on and get ready for some fun...

Joanne Johnson was right, ranting about the problems doesn't fix it.. BUT, the community and the seniors should be informed that the problem is being resolved and a time line for its completion should be made known to all. This is a PUBLIC FACILITY and the PUBLIC has a right to know. Even if it is "Managed by CBH".

It can be that the city gets stuck with the bill if the City Approved the Design Drawings and Inspections were made during the construction. The time to catch this boo boo would have been when the pipes were still exposed pre foundation pour... that would be the call of the Professional Plumbing Inspector...or Building Inspector... and the name of that person is ????

Don't let Non City Employees have Key to City Hall..

It needed to be said. The lack of a policy forbidding the giving of keys to City Hall to non employees allowed such a thing to happen recently. Council Member Walt brought this to the attention to the others who all agreed that this practice needs to be stopped. City hall has business hours and that is when the office should be occupied and city business conducted.

Perhaps more interesting is the information that needs protecting. Other than employee information such as birthdays and SSN there should not be a document in City Hall that is not available to the public.

But, the viewing of city information should be done during regular business hours. A contractor getting paid for a city contract should be able to do that work during the city's hours or not be issued a contract. The fact it is a known person who formerly worked for the City of Grand Terrace should not be reason for an exception to good business practices. Walt your right on there.

Because Larry Rennow is not an employee he is not subject to the apparent conflict of interest a prior reader asked about. He is just helping out for a fee of over 2700.00 per month until the current Acting City Manager can return to his job as Finance Director..

It is either a case of inbreeding, or playing cards close to the vest, or something else wrong if there needs to be a full time City Manager and Finance Director for a town this small. That is a heap of money for part time assistance...

Funding Uniforms for Citizens on Patrol..

For some reason Jim Miller removed himself from this discussion. Perhaps this is because he is a Lion and will have his say in that forum. However, more to the point. Where can the money for these uniforms come from. Well, each City Council Member is paid 200.00 per month for gas and travel allowance. They could all pitch in one months gas money and cover the half they expect the Lion's will not be paying for.

Perhaps the Chamber of Commerce could pitch in the money? Or perhaps there could be a Special Collection Feed the Boot for Uniforms next Saturday and the Community Day.

Senior Center/ Housing Gardens:

The City Council was presented with a working proposal for the management of the Raised Bed Gardens at the Senior Center / Housing. There was also a request of tools and other details poorly presented at the meeting. However, it is clear that the Senior Council should review and present their desires for support and management of the gardens.

The questions to be answered is why is this City Business when all other management is being handled by the Corp for Better Housing? They are going to maintain the park, why not this aspect of their senior housing complex and center? That was not brought up.

In addition, shouldn't there be a drip system installed so that the seniors are not lugging a hose up and down the walk way. Isn't this going to be a tripping hazard and cause other problems as the hose needs to be shared by 92 people and there are only 4 spigots. Why not a drip system or a spay system that goes on 2 10 minutes waterings in the morning... with about an hour between each session. (This allows the water to get into the plant during the first watering and into the soil for the second)...

Composting in a community garden should only be done in a container that will heat up to kill bugs and seeds... The GT Maintenance Department gave away such containers they didn't cost 800.00 That is just nuts..

In addition, shovels are not needed in a raised bed.. hand tools or child size tools are better the long handles are not needed and are counter productive... Harbor Freight and Big Lots are sufficient and less expensive suppliers of these tools...

What is needed are a few water proof sturdy benches or seats that can be used by seniors to move to their work area...

As to it being a garden for the Resident's First... Hello again if this is going to be true it should be at CBH's Management that pays for the tool bank and irrigation system.

A water line down the center with say 3 or 5 drip or spray points per each plot would be sufficient... a spray line can be capped if not needed for a particular crop. It is clear the acting city manager has not investigated the operation of a Community Garden, or gardens in general.

Using a drip system is the best use of water and eliminates the need for a hose... Perhaps the water company could donate and set up the system as a demonstration for the rest of the community.

There should be a way that a Senior and a Youth could Partner in the experience of the Garden.

Barny K has a Point... It is time to Down Size GT Gov

The most interesting thing said at tonight's City Hall meeting may have been during the Public Comments. Barny Karger said that there people paid for work that could be contracted out for much less than the city is paying for the mini empire of clerks and accountants now in city hall.

This city was to contract for services not have a bunch of employees and all the empire building. In addition with 37 applicants to the City Manager's Job it is time the cost of that job be reduced to be reflective of this being a small city.

Barny Karger also pointed out that everyone including the City Attorney had full awareness that Jim Miller as a Council Member was voting to approve payments to the City News for services negotiated for by staff. They are all party to the conflict if one existed and if not they should all send a letter of support of Jim Miller to the DA's Office.

He also characterized the Former City Managers Schwab and Berry, as leading to this point of "bad management" which the City Council has supported for way to long.

City Lawyer NOW SPEAKS ON CONFLICT TOPIC..

The City Attorney offered an Opinion and Guidance tonight on the topic of Conflict of Interest. Mayor Ferre was cleared of possible conflict of interest with regard to voting for water payments to the water company her husband sits on the board of the same company. The legal opinion was that if Mayor Ferre was not included in negotiations for services or rates and is only approving the payment of the contracts negotiated there is no conflict.

Using this same standard, Jim Miller did not participate in the negotiation or price setting of the services provided by the Grand Terrace City News. He just approved payment for services negotiated and secured by City Staff. YET... the City Attorney said nothing on the Miller's case at tonight's meeting. However, in a letter much after the fact he said it "May" be a conflict of interest. SO... what is the difference?

Jim Miller is not the owner of the News Paper. Where as Mayor Ferre and every home owner in GT is a part owner of the Water Company, each property comes with a Water Company Share. Perhaps the City Lawyer is unaware of this as it was not stated in the meeting or included in the question that Council Member Walt asked. So if it is a conflict he can fall back and say well, you didn't ask the question that way... Now it "May" be a conflict.

The City Attorney was ill prepared for tonight's council agenda. He should have been prepared to respond to Red Light Contract Questions, and address the proper accounting practice for such designated funds. It is clear that some of the Council Members are interested in the red lights as money makers not just safety makers, and if it isn't turning up a revenue for the city they are interested in having the cameras removed. Following that logic lets all support our city and run the stop lights.

The city only is obligated to pay out fees received. This is not a problem, pay it and don't spend any of the receipts for the remainder of the contract, in order to cover the term of the contract. The Sheriff's department could mark all tickets written in a way that the court records will default to a Hand Written Violation vs a Auto Cop Camera Violation... This is an administration problem the Sheriff / Court should resolve, not the Red light Camera Company.

The lack of professionalism in the Finance and Accounting Department is shocking... just shocking... The most that could be said was the funds overspent were spent for traffic and safety... but there is no way to tell on what without a full audit. Now the truth... stinks doesn't it.

Conflicted on Conflict of Interest In GT..

Is Larry Ronnow, Finance Director, in conflict with his job because the city hired his business, Contract Accounting Services, to the tune of $2,720.00 this month.

Larry Ronnow is not an employee. He has been called in to aid the duties of the Finance Department while the Current Acting City Manager is burdened with City Manager Functions and not doing his job as Finance Director. It is interesting that this is at a time when there is a question about payments to the Red Light Service.

Or how about all the times Gary Kontz's is paid by the City Part Time and then the company he works for gets City Contracts.

This practice of having a part time employee work for a company that also does business with the city should be investigated in particular when that employee is party to the negotiations of the contract terms and conditions and specifications.

Or how about the City Lawyer advising the staff on debt spending and then is used to place the debt bonds and he is rewarded a placement fee for the debt bonds being placed. He is motivated for the city and redevelopment agency to go in to debt... more fees for him.

What is up with the financial responsibility exercised to plant 62 trees at a cost of 60,000 .00 and if the cedar trees will block the view of the valley or traffic when they grown. When the trees grow out you won't have a clear view up or down the curve to see if there is a speeding car coming down the road... as you pull out into traffic.

Reader asks. Who will get the oranges... and Couldn't the Orange tree area have been a Dog park? The Seniors living at the housing can have pets... too..

60,000.00 for orange trees, 57,000 for electric signs, and 30,000 gone missing... who is watching the piggy bank? Oh the Acting City Manager and the City Council... and I Larry Ronnow, Finance Director, and Contracted Accounting Services. A bunch of double dipping going on with sprinkles.

Do you remember the hill slide in Chowchilla. It is a little unincorporated town right outside of Carpinteria. I was selling houses then. The houses built next to the hill had been there for many years. On the hill above was an avocado orchard. When that hill came down, the people who lived there didn’t have a chance.

I am fuming over the excessive spending. That sign is ridiculous. $56,000 – bright lights – just because they don’t want to get off the a—and go change the signs. We don’t have anything to advertise anyway. They will eventually find a way to charge anyone who wants to use it.

Just like the houses put in on DeBerry. Remember we said there wasn’t enough parking for the existing Apartments. They said there was plenty in back. Signs would be put on DeBerry excluding parking on that side. Now only those who pay a $50 parking fee can park there.

New Stater's Could Hurt Existing Businesses

If the New Stater's is built in Grand Terrace there will be smaller existing businesses that will be negatively impacted.

The Deli in the Store will compete with the Sub Depot, Quisnos, Pasta Italia, and Honey Hills Subs.

All the existing restaurants in the community will be impacted by having the added connivance of a fried chicken dinner closer to home. (Not that driving to Washington Store has ever overcome the NEED for Fried Chicken.) BUT, if I want quick, I know go get a 5.00 pizza... in the future I'll have more choices and Pizza may lose out to fried chicken or Stater's Deli.

Note this is not new business it is just a shift in business. So big deal. Who cares if the small restaurants go broke in Grand Terrace...

Now add the Grand Terrace Liquor Market. CVS and the Liquor Stores and Quick Markets will have added competition for our booze dollars. Why care? Well will the USPost Office be located in Stater's?

When Staters causes others to be marginalized and close what will we have. A real big Staters and a lot of small empty shops. These empty shops employ people, pay rent, and contribute to the community in many ways that Stater's is not able to do in a small city.

This is a watch out for what you wish for situation on many levels.

Landlords and Business.

People who acquire land on the open market have the right to build and use that property within some minimal controls of zoning and land use. Minimal being defined as meeting the Federal and State Environmental Laws, and Respecting prior use and adjacent use zoning. A Store next to your house should be far enough away not to disrupt the enjoyment of your property. Noise and traffic are an environmental issue to be addressed by a new use of a piece of property.

However when a Redevelopment Agency partners with a Developer to Develop New Property into added Developed Space there are major transgressions in sound economic practices and the rights to personal property and liberties.

Grand Terrace is reaping the rewards for having a Redevelopment Agency go into the New Development Business with "Selected Developers". Grand Terrace used tactics to acquire the land that were in violation of the rights to private property we should all hold dear. Now that the deals seem to be not so hot, the result is the City Redevelopment Agency owns land it purchased at a premium, and will be paying for interest and principal with Taxpayer's Money. All the time the property taxes are not paid on City Owned Property to add to the economic loss of the DEAL.

False Economics and Greed has lead the Redevelopment Agency to this place of near bankruptcy. IF Development does take place it will be at such a high cost the business will have extremely high rents and may not be able to survive in the Leased space.

Where as that same business may have been able to start in a home, build a building and make improvements over time, as a Business owned property. Yes, things would move slower this way, but slow and deliberate progress is more lasting.

As far as the fallen plans for a Chili's or some other "Club or Bar" type restaurant in Grand Terrace, well just look to Colton to see what such businesses bring to a community and area. Gangs, shootings, fights, murders and more oh my... that is not development that is decay. None of the proposed businesses that would bring more alcohol consumption to GT should be approved as they in no way will pay their way. No amount of sales tax from these businesses will pay for a lost life, a jail sentence and all the other harm they will bring to individuals and the community.

There may be a way to salvage what has been created by looking forward not back. Looking back, you build a strip mall and lease out the spaces and toss in a few restaurants bars for then night trade. Or looking forward you do something that promotes local sustainability and green businesses. Adjust city codes so that businesses and homeowners are encouraged to use wind and solar Energy... Adjust the city codes to encourage production of food including tree and garden crops.

Look for a forward looking economy not what has been done by others and is clearly failing or not of service to the community.

It hurts, but land and property and leases and rents must continue to go down to a rate that can be supported by business and civic activity. In addition to depend upon sales tax on imported goods is a folly of debt based economy. On a local level that should translate to Grand Terrace needs to produce as much as it consumes. That is a high bar to be truly sustainable however it is possible.

Frankly Stater's Offer may be looking for way out.

Stater Bros. pursues new Grand Terrace market

GRAND TERRACE - Anxious to finally open a new and improved store here, Stater Bros. Markets is negotiating with a developer to buy part of the land where a new shopping center was proposed.

The city has worked for a decade on plans to build a state-of-the-art supermarket that would be nearly twice as large as the aging Stater Bros. in town.

Jack Brown, chairman of the board and chief executive officer of Stater Bros., said his company made an offer to purchase about 12 acres from Jacobsen Family Holdings, which submitted plans to build a retail center on the south side of Barton Road east of Michigan Avenue.
Douglas Jacobsen, principal of Woodland Hills-based Jacobsen Family Holdings, could not be reached for comment.

Stater Bros. was slated to be the anchor tenant for the nearly 210,000-square-foot center, which would include several smaller retail shops. The supermarket was expected to be part of the first phase of the project.

Stater Bros. hoped to open its new store by Thanksgiving.

But prospects for the center appear to be fading largely due to the economic crisis.
"So much time has been lost that all that's left for that center right now is Stater Bros.," said Councilman Walt Stanckiewitz.

Brown said his company is committed to building a new supermarket in Grand Terrace, noting that Stater Bros. corporate headquarters was on the other side of the 215 Freeway in Colton for 28 years. The company is now based next to the San Bernardino International Airport.

"Frankly, if it hadn't been our hometown, I wouldn't have waited this long. I would have gone somewhere else," Brown said.

Brown said it is up to the city and its residents to decide what gets built on the rest of the property.

"All we're looking at is our part of the project," Brown said. "Whatever (Jacobsen) works out with the city for the other half is fine with us."

Brown said his company's investment in the new supermarket will exceed $10 million.
The 45,000-square-foot market will have a large bakery, deli, expanded meat, produce and floral departments, as well as an organic food section, he said.

Brown said the new market will have about 130 employees and generate nearly $800,000 per year in sales tax revenue, more than twice the amount produced by the existing store.

The current 26,000-square-foot market, which opened in 1974, has about 70 employees, Brown said.

He said the new market could open in late 2010 if construction starts by January. The existing store would close when the new one opens.

Frankly reading between the lines this may be the last action prior to Stater Brothers and Jack Brown Backing out of the "Deal". Doug Jacobsen and the City of Grand Terrace may not accept the "Offer" made by Jack Brown and thus leave him off the hook to build an "Improved" "Larger Store" in Grand Terrace.

The added detail of the amount of sales tax that will come to the city just means that the Colton Sales at the Washington Store will be diminished an equal amount. Over all there will not be an increase in regional consumption or taxes. Don't be fooled by grandiose statements or faulty statistics.

With the housing development not going in just the other side of GT in HighGrove there will not be the added customer base that Stater's was counting on to justify the added floor space and investment in GT.

This blog has always promoted a little by little development program. Letting the LAND OWNERS make as many decisions relating to use and design as much as possible. The Schwab RDA and Council's approach of Big Shopping Center built all at once and leased at high rents to small business does not make a strong economy on a local or national level. This strip of acquired land is tainted with the threatened use of Eminent Domain for Private Development.

Look at the Empty K-Mart and the Empty stores in the Beverly Crafts and former Thrifty's on Washington as examples of what not to do... as an RDA... and Developer Collaboration.

Doug Jacobsen may have paid more for the property than it is now worth. However, the forced sale of property under the threat of Eminent Domain to a Single Preferred Developer or the City RDA just was wrong on many levels. There is a lesson to be learned here, if they have eyes to see, ears to hear and a mind to process the information and experience.

This has also resulted in the City RDA buying property and holding it for all this time at a cost to the city in interest payments and loss of property tax revenue.

None of the proposals presented provided sustainability to the community of Grand Terrace. The question is has anyone learned anything in the past 5 years?

It is Time to Think of Miller's Replacement:

Jim Miller is facing his upcoming court date, arraignment and possibly a long drawn out and very interesting trial. Regardless of the outcome he has indicated that he will not run again after serving out this current term on the City Council.

We must play a bit of what if. What if Jim Miller is convicted and removed before the end of his term who will the remaining members of the City Council Appoint as his replacement?

Well, one name comes to mind as a HORRIBLE THOUGHT. Tom Schwab is now Citizen Tom Schwab and would be eligible for appointment, and of course the following election. However we must ask if we would accept as citizens the appointment of some one who has admitted to the cover up of criminal investigations and embezzlement within the City. It is doubtful that Mr. Schwab could win an election.

However it is highly possible that there is support on the City Council to fill an empty seat with the man who has been their guide in folly over all these past years. Cortez, Garcia and Ferry would most likely embrace the idea with great fever. Walt's vote would be Duly Noted in the soon to be forgotten minutes.

If Tom Schwab were given an appointment to the City Council Seat he would then have a small boost in the election process that may be sufficient to hold the seat. Only a few votes win an election in Grand Terrace.

So what to do? There must be some one who has no possible conflict of interest available to run for City Council. Any Stay at Home Moms who run a household on a budget? Anyone who works in the IE but outside of GT, but lives here. We all own part of the water company so there has to be forbearance on the possible conflicts that arrive from that as long as we don't have family members on the water company board, or are employed by the water company.

This reality may come sooner or later... as Jim Miller is not going to seek to remain on the City Council past this term.

Shutter at the thought of who the Garcia, Cortes, Ferre Triad would appoint if a replacement is needed before an election...

GT DAYS the Citizens Way...

It is great that the Citizens have taken the lead on GT Days, with the minimal and limited assistance of the City. This is how it should be.

Tax money should not be used to pay city employees to plan and pull off a party, any party including GT Days, Retirement Parties, and Christmas Parties. Not when so much debt is being serviced... by the city every quarter. The City can't afford a bender on the taxpayers dime.

However, this time citizens are in charge of the funds Lets hope all the funds make it to the right "Fund". This is where the check register fails to report sufficiently to the public. How much was received from contributions to the GT DAYS EVENT, and from whom? In addition to cash contributions there should be a reporting on the in kind contributions to the event, and tax deduction receipts provided to the donors or cash or in kind items.

There has been an improvement and these suggestions would just finish up the proper financial controls. City Employees who do work for the Planning or on the Event should have their time reported and if they are compensated for that time in cash or Paid Time Off in the future the Citizens should be informed. Perhaps there will be sufficient contributions to the Party Fund to offset the cost of City Employees. IF not we citizens need to evaluate if this continues to be the best use of public funds.

Moving forward....

Lets hope the GT City Day will not be a LOUD EVENT... tone down the volume and the cost. Not everyone wants to hear GT Days events all day long... Be a good neighbor when you have your party. If you have to use LOUD Speakers no one wants to Hear what you are saying... Give that some thought. LOUD MUSIC isn't better because it is LOUD... it is just LOUD...

As I understand (from a quasi-good source) the yearly Grand Terrace Days in late September is to be a solitary event. All under the auspices of the Lyon's Club, all at the park, and having NOTHING to do with the G.T. CC.

The CC again forgot to get going, meet some deadlines and now have missed the scheduled date for their contribution at the show.

It is much simpler to RELY on individuals, not the GT city council. Boy, am hoping someone with a bullhorn in hand mentions this to the crowd later on.

The CC did agree to cover the insurance underwriting which is nearly impossible to do as a citizens group. In addition they are acting as banker for the funds, this can be a aid in securing contributions, however given recent problems in making payments to Red light Company we may question the accountability and traceability of those and any other funds donated for the purpose of GT Days. Oh and they put the signs up on the city owned and managed sign boards.

It has been an issue of this blog that more and timely information comes from the city. This has been done incrementally and with resistance over time.

For example. Council Member Walt indicated during the council meeting there had been an armed robbery and asked that the Business owners have a notification tree so they can be informed and on the alert.

The detail has been added to the Credit Card Charges. Note on that there seems to be a significant amount of small tools being constantly replaced by the city's Maintenance Department. Is there a need for property control at the Maintenance Department?

It would be nice if the detail was available on all charge cards for the past years.

There is an email included in the packet that indicates that the funds received from the Red Light Violations was "inadvertently" posted to other fund accounts and subsequently spent. This defies the word meaning of inadvertent. It takes thought and determination to divide up funds that are received into different funds and then to spend those funds. Inadvertent means without thought.

Inadvertent is when you put something on the lower rack of the shopping cart and forget to put it on the register. However, if you take a case of caviar and hide it in a head of romaine lettuce and go through the check out line.. that is not inadvertent, that is intentional fraud, theft, and a crime. More than one person was most likely involved in the decisions of where to put the money, and how to spend it so add conspiracy to the possible criminal charges. Where the money went and who authorized it being posted to fund accounts other than the Red light account should be determined and proper action taken immediately. Yes Grand Terrace should pay its bill to the Red Light Company. This is not the only issue that needs to be cleared up in this situation.

Traffic and Parking for the Elementary School was a NON Problem when Planning the Senior Center and Housing... Solution is simple. If you are not picking up children don't drive any where near a school during the pick up rush... wait 30 minutes and it will all be cleared up. It is called common sense..
