This is One of 3 Suspects... there are still 2 at large.

Finger Prints of Roberto Carlos Stampella have been found on that stolen car, used as a second vehicle in the GT Kidnapping/ATM Heist.

The Sheriff's department would like to speak to Stampella as a possible suspect. If anyone knows this man or his whereabouts call Detective Kenneth Owens at (909) 387-3545.

Stampella has a prior criminal record with relation to Disorderly Conduct, Resisting Arrest, and the affects of Alcohol and or Drugs consumption including Driving with Open Container in Auto.

IF you know him, or where he is please call the SHERIFF or Police Department as he is to be presumed to be ARMED and DANGEROUS.

He is known to frequent Rialto, Fontana area of the IE...

All three suspects are Latino males.

One is described as being between 21 and 25 years old, 5'8, about 170 pounds, with a large mustache.

The second is between 18 and 20, 5'6, about 145 pounds with a light complexion, bald and clean-shaven.

The third is also between 18 and 20 years old, 5'11, about 175 pounds. All three were wearing dark clothing. (Sounds closest to the suspect arrested)

Eminent Domain Reform is Good For Investment

Survey Quality Questioned by Public...

Grandpa,

I'd like to know a little more about the design of the community survey for Grand Terrace. Is the survey scientific? What statistical tests will be used? (relationship between 2 measurement variables {correlation, regression}, differences between means {independent, related samples}, or comparison of frequency distributions)? Will the sample of 300 be random? Normal? How can 300 phone calls generated via telephone with a population of residents (who work in the day time) ensure a non-biased population sample? Is the sheer nature of phone calls already biased? How many people use their cells phones instead of home phones, and won't that skew that data?

These are the questions that need to be asked.

Regardless it is strange considering the suggestion they want to know what folks are thinking or concerned about. Shouldn't they hear all voices?

The Survey and It's Intended Use... Go Figure












ABOVE is the Survey the City of Grand Terrace provided as the content of Survey Questions that are being polled at a cost of 15,000.00 to collect 300 responses.

This is PUBLIC PROPERTY as it has been paid for with PUBLIC FUNDS... PLEASE USE as you like. Suggestions include: Responding to each question and sending it to the City and to the Press Enterprise or the Sun Telegram or all three... Perhaps print or send extra copies out to neighbors and fellow citizens and ask them to send in their survey answers. This document has been transferred to a Word Document so you may put your comments directly in the text.

The introduction does not indicate this is a survey paid for by the City of Grand Terrace at the cost of $15,900.00. The Caller has a list and has your name address and when you registered to vote, and if you voted on Election Day or by mail in ballot. It is interesting that this information is being incorporated in this poll, including the propensity of the respondent to vote in the “Next” election cycle. These documents are paid for with public funds and thus are public property and subject to public viewing and City Council/Management Review. (One would think). Where it says [DO NOT READ] is a direction for the person making the call, not to give the respondent the direction or hint that alternative answers are available, or Unsure or Refuse to answer is an option. This is one way to insure the answer you get is one of the answers you “Want”. The direction [ROTATE] indicates the reply list will not be read in the same order each call. People only will hear the most familiar or last item on a long list. They don’t list the Highgrove Happenings, Colton Courier, TerraceTruth Blog or the GrandTerraceNews Blog.

There is a qualifying question regarding Library Use, prior to asking about the quality of the Library Services. The same caution is used for the Parks Question.
However, when assessing the City Council’s function there is no qualifying the respondent with: have you attended or watched City Council Meetings on Ch 3? Name 3 of 5 Council Members. Name the City Manager. Prior to asking for a evaluation of their job performance.

The synopsis on the Issues regarding the Senior Villas, High School, AES and Eminent Domain use are Slanted or at best lacking.

The lead In to the Senior Villas does not mention that there is no Public Transportation available at the intended sight. There is a Debt to the city of 15 million that the Citizens will have to pay back. There is a High Density of Population that would never have been approved by any other development within the city. This is not included in the preparatory review of the Blue Mt. Senior Villas prior to soliciting “Support for Building Senior Housing”.

The preparatory statements regarding the High School does not include the information regarding EIR the State has ruled to be insufficient to warrant the site safe. It also leaves out the conflicting use regarding the location of AES Power Plant Adjacent to the High School. Of course we all would like a GT High School. However, for 3000 students, near rail road tracks, on the edge of town in a commercial/industrial area? Perhaps they should ask the respondent, do you know the location of the High School Site, and the use of land around the site, prior to asking an opinion.

The AES Power Plant: The City Council has collectively refused to make a public determination as to their position regarding the application to install the Power Plant. They have been provided the information regarding environmental impact, and operational impact. There is no guarantee that the plant would not eventually be run 24/7 if Demand Requires it. There is no mention that the School Board was assured that the Power Plant was Dead and will never be a power plant again, as part of the Sales Pitch the City Manager made in his selling City RDA Land to the School District.

Eminent Domain use or lack of use: Well, that is true half way. The City RDA and City Manager, and the City’s Chosen Developer have sent out letters threading the use of Eminent Domain to acquire land for Commercial Retail Development. Property owners were threatened negotiate with the developer or face Eminent Domain. Well, some would consider the threat of force the same as force. Ask any police officer if showing your brother your gun, is different than waiving it around and say you had better negotiate a price. EVERY home in Grand Terrace can have its zoning changed without their request to have the zoning change under them. This then would allow the “Commercial Development Reasoning” to apply to every home in Grand Terrace. As unlikely as this total conversion to commercial is, the reality is that the City Manager, City Council have power to change the zoning of your property so that you do not have the full right to use or develop it as the current GT Laws and Codes Exist.

I wonder if the demographic information should also be questioned as to why they are collecting it, and its use.

Finally I think that the City Council should face a rating lower than Poor... That would be the D, on a Report Card. They should have the shame of getting an F if the respondent wanted to rate them such.

I think you have an idea of my opinions on this now folks it is in your capable hands.

The city of Grand Terrace in partnership with Corporation for Better Housing is developing a new 6500 square-foot senior center and 120 apartments know as Blue Mountain Senior Villas along with a 3-acre passive park all located on Grand Terrace Road just east of Mount Vernon Avenue. Before development began, the site consisted of 6-acres of dirt for many years and could have been developed for market-rate housing but the council re-zoned the property to allow for higher density and affordable homes for seniors 65 and over, most of home will have very limited incomes. Judge the Survey And Pollster And GTCity PoV

The Pollster Recommended by City Manager Tom Schwab and hired by the City Council has a history of providing politicians with what they want to call a survey, not a well reasoned poll or survey. Attached is a copy of the Survey to be done. You judge how this information will be used once gathered. You should be concerned. Spending $15,000.00 the equivalent of the Funds Earned Selling Fireworks so Tom can say,,, "The Survey Says". The Mayor can say she listens to the "Uninformed, uninvolved, Silent Majority who don't take the time to ferret out all the information answered a survey that was written with the purpose to support the City Manager's design. Call the City and let them know your answers, or better yet write them a letter and send a copy to the Press Enterprise and the Sun Telegram and let them know what the Survey should Say.
Probolsky On Property Rights In Seal Beach
Pollster and media quotemeister Adam Probolsky posted this on FR Blog today about the imminent property rights victory in Seal Beach : [ Seal Beach Councilman Ray Ybaben] is an unlikely hero, just a councilman in the sleepy seaside city of Seal Beach . But today he is the best friend to property rights advocates everywhere.

In late 2006 the city of Seal Beach voted to ban third-story additions in one part of town. They did not do so based on health or safety or traffic or parking concerns, just based on aesthetics and because a small but powerful minority wanted them to. Freshman Councilman Ray Ybaben voted with the majority. It was a personal blow because I had been helpful to Ray very early in his campaign and thought he would make good pro-property rights decisions.

Interestingly the council passed this anti-home improvement ordinance on the eve of the 2006 General Election. They even went so far as to hold a special weekend council meeting to do the second reading of the ordinance prior to the election. Why? Because they feared that if they waited and Proposition 90 passed, they would be liable for "taking" property rights from residents--pretty sneaky.

Wishing Probolsky some Ethics This Christmas

We jump on Matt Cunningham of Red County here all the time, but ethically speaking, Matt always discloses if he has a business interest in stories he is posting about. Virtually every post on the Disney-SunCl-Anaheim story, Matt disclosed he is/was a consultant for SunCal. Its this sort of disclosure, plus allowing us lefties to comment freely on Red County , and his personal charm that makes Matt worthy of our respect. Of course, politically he’s wrong, but he is worthy of respect.

Pollster Adam Probolsky has a post on Red County praising Congressman Ken Calvert (R-Corona), who represents portions of South County . Calvert had an editorial in today’s OC Register on how he continues to fight for the 241 Extension in spite of the blockade set up by Rep. Loretta Sanchez.

So what’s the problem? Adam is a Republican touting a Republican Congressman. And what Adam didn’t do was disclose he is a paid consultant for the Calvert for Congress campaign; he’s Calvert’s Pollster.

AES POWER PLANT UPDATE... EIR Flaw

Pawww...

Your mention of the local power plant recently got me to reviewing what has gone on during 2007 regarding the progress. Apparently, it is a bit off schedule now, due to some slanted lying.

Remember, Patricia Farley pointed out during an early 2007 meeting that there were errors in the environmental reports prepared by the City of G.T. staff on the Outdoor Activity Center, and with the report made up by Colton Unified School District for the new Taylor street High School. Although this did not raise one eyebrow at the meeting, (via their notes) it did hit home once they got back to Sacramento. They investigated every comment raised, ready for a comeback statement, and then surprisingly found that there were serious flaws in the interpretation to both noted reports, plus a few others recently filed (maybe the one across the street in Riverside County also) and in discovering these blatant errors, a whole new environmental report would need to be prepared. The discovery of such slanted errors was not discovered until a month or two later, well after the team spoke before the G.T. city council.

And thus Yes, the City Council was correct in mentioned their "Concern" over matters contained within that report, but they were also unknowingly criticizing themselves and their handiwork also. For much of the power plant report was based upon findings contained within the City funded report and the School District funded reports.

One significant item was that of groundwater findings. Apparently both reports prepared by city staff and the school district just brushed aside any deep boring and testing of groundwater’s. The Power Plant folks, not wanting to waste dollars, spent a few more dollars and bored further down and then found bad water underneath. Lower than as investigated in both reports.

Then Sacramento confronted the City on the contents to both reports. It was deflected towards those who actually prepared them. Both the Unified school district and the City of G.T. staff have stood by their interpretation of the two funded reports. Good enough for them to issue permits for construction tomorrow. Patricia and others have tried over and over again to point out the flaws in the site selection for HS#3. The City Council has failed to address the added concerns about the AES Power Plant being located adjacent to the proposed site they hand picked, and promoted. So when we hear the news the State Department in charge of evaluating the EIR has found a significant flaw those few citizens who are not in the "Silent Majority", shall I call them the "Informed and Outraged", are not the least bit surprised by the State's Findings. Now it is to be seen if the Science of the Matter can direct the Politics of the situation.

San Bernardino County sheriff’s deputies continue to ask for the public’s assistance in identifying a man who carjacked and kidnapped a woman in Grand Terrace earlier this month.

Three men approached the 48-year-old victim Jan. 15 on Palm Avenue near Mount Vernon Avenue, with one pointing a handgun and demanding her car, keys and ATM card, according to a sheriff’s news release. The woman was driven to two ATM machines in Grand Terrace and Loma Linda, where she was forced to withdraw cash.

The woman was released uninjured in Loma Linda.

Anyone who recognizes the person in the photo is asked to call Detective Kenneth Owens at 909-387-3545. Callers also may use the department’s anonymous tip line at 800-782-7463.

The $15,000.00 Questions... ARE YOU INFORMED?

A Survey of People who are not aware is a Survey that should not be done. This survey will result in a survey of people who don’t pay attention to what is happening, and have no idea about the functioning of the City Government. It is telling that 1000 phone calls will be needed to get 300 participants. Of those 300 how many will be truly fully informed of the issues and topics in the questioner? Perhaps 10.

One of the questions should be: Are you knowledgeable about the Financial Functioning of the City, and the Functioning of the City Council, and Name your city council members? IF the respondent can’t name 3 of 5 council people they should not participate in the Survey.

When the City Doesn’t Make clear to the public all the financial information including the level of Debt Outstanding for the RDA, and the detailed information made available, say on the city web site, how can the citizen answer the question, “Is the City spending the residents tax dollars well?. Well it depends on what you mean by well. The City has no functional problem writing a check, buying a house or a car for the city manager. IF you mean well as in the best use of funds for the betterment of the entire city... well that is another issue. The City Manager’s failure to make full and complete disclosure of all the finances and land deals public the ordinary citizen would be making an assessment of the proficiency of the City’s Financial Prudence on a shoddy foundation of restricted and often misleading information.

GRAND TERRACE - Is the city headed in the right direction?
Are members of the City Council doing a good job?

How well is the city spending residents' tax dollars?

You may soon receive a phone call asking these and other questions.

The City Council on Tuesday night narrowly approved spending $15,900 to hire a Santa Monica-based research firm to conduct a community satisfaction survey.

Mayor Maryetta Ferre, Councilwoman Lee Ann Garcia and Councilman Dan Buchanan voted in favor of the contract.

"We want to have an ongoing dialogue with our community," Garcia said. "Knowing what your opinions are is very important."

Councilman Jim Miller and Councilwoman Bea Cortes opposed the proposal.

Miller questioned whether the survey is a wise use of tax dollars.

Cortes said the timing of the poll isn't right because it comes so close to the Feb. 5 presidential primary. Voters are already receiving lots of political calls and might not want to participate, Cortes said.

Pollsters with Probolsky Research LLC plan to start calling residents in the next week or so.

If you agree to participate, it will take about 10 minutes to complete, officials said. Twenty-five questions will be asked of 300 poll respondents.

The survey will include all demographic categories in the city - senior citizens living alone, families with young children, single people, and various ethnic groups, income
levels, political parties and geographic areas.

Adam Probolsky, the firm's chairman and CEO, told the council that more than 1,000 people might need to be called in order to get a representative sample of 300 responses.

"We basically want to find out through a scientific sampling how the citizens feel the city of Grand Terrace is providing services to them," City Manager Tom Schwab said.

The city last did a formal survey of residents in 1995.

The survey also will ask residents' views about parks, library services, a new senior housing project, a proposed power plant, a new high school, shopping preferences and the use of eminent domain.

The results will become part of the discussion at the council's annual goal-setting workshop in late February or early March.

The answers could play a role in city budget decisions for the fiscal year starting July 1, Schwab said.

I have been in the survey business 20 years in a prior time, and you can use them to say anything you want, depending on who you are working for. Sounds like Doug Jacobsen’s stunt to try and get his projects through on Barton Road.

On the drive-by inspection fees, does this make the city liable if a tenant complains that his unit is unfit?

Your right about surveys. You can make them say what ever you want.

About the Inspections opening the city to a liability. Well, not immediately. If a tenant asks Code enforcement to inspect the inside of an apartment for a violation, and allows the Inspector onto the property and the City Takes the Necessary action to Notify the Owner about the problems, and gets a fix done in a timely way I don't think the City will be open for Liability.

However, If the City Code Inspector fails to notify the owners of a tenant complaint that then results in a personal or property injury or damage, the City Might be a Contributing Agent to the Damage/Injury and may be open to liability. It would be an interesting case.

However, no one is FORCED to live in an apartment, and IF the City Inspector tags an apartment or house as Unsafe/Unlivable and pulls the Rental Use Permit, I would think the tenant would be able to break a lease and get their deposits back, unless of course they caused the problem that is being sighted.

I think that if there is an apparently abandoned vehicle or trailer that has been reported to the city code enforcement and no action is taken by the Code Enforcement Office, and it turns out that the vehicle is a drug lab, and it explodes,.... the city may be liable.... for its inaction. That would be an odd case. (I hope).

The City Council voted 3-2 to approve a community satisfaction survey that will poll 300 registered voters in Grand Terrace.

Council members Jim Miller and Bea Cortes voted no.

Councilman Miller has excellent points on the proposed survey of 300 Grand Terrace residents. Mr. Schwab and the other Council members should take note of the comparison Mr. Schwab used of Moreno Valley. They have a 160,000 population, we are under 14,000.

Once again Mr. Schwab has a found a way to waste taxpayers money. Mr. Miller made the point, "what are they trying to find out". Here's the answer to that question.

NOTHING. Here's a fact. At every Council meeting there is a survey taken. It's called "Public Comment". The Council and city manager don't listen then, why would they listen to 300 people that will probably be chosen by the city staff.

For those that pay attention and remember when City Hall was packed with residents against the O.A.C., when City Hall was packed with residents against Lowe's, when City Hall was packed against "The Senior Housing", when City Hall was packed with residents against Eminent Domain for a private developers gain. Ask yourselves folks. How many Council members listened. Those meetings were real time surveys. They went ahead with the O.A.C without a market study or feasibility study. When the Grand Terrace Partners did they studies, and Mr. Schwab claimed he brought the project to the City and then admitted that it was actually Ralph Megna's goal to have "A big boy's toy store" here, it was neither marketable or feasible. That the projected revenue by Mr. Schwab, Mr. Knootz and Mr. Megna was just pulled out of thin air. You can't project revenue without those studies. We are all still waiting for an explanation as to why Mr. Knootz is a partner with Mr. Megna and also works for the City of Grand and every month there are voucher going to their business.

I think the members of the Council couldn't care less what anyone except their clique thinks. It seems every meeting one of the friends of the Council is getting some kind of award. I imagine soon they will start awarding them to each other. One last thought, Mr. Schwab comments about our surplus. I would gather from history that he has once again issued Tax Allocation Bonds for the RDA and his developer friends without telling us. That's how he camouflaged the surplus before. Remember the $13,000,000 "Portfolio" that was actually debt. Watch Out.

Gramps Adds: I am concerned that Asstant City Manager Steve Berry no doubt at the request of City ManagerTom Schwab released to Press Ent. the Proposed Survey as Fact Prior to being approved by Council. This Management from top down is a sign of arrogance that is tolerated by the GT City Council, and demonstrates the basic climate the citizens face when doing business in the City. I agree with the other points above, not that the council or City Staff care.

The article stated that our Code Enforcement Office inspected 1100 apartments and 239 rental homes last year.. Say we take the working days a year, 261, not counting holidays off or any sick leave or vacation days. That meant she inspected 5 units a day or if she worked 7 days a week that would be 3.5 units a day. MMMMM I wonder how she got those all done. A Woman's Work Is Never Done.

Remember that an "Inspection" is a drive by. If an apartment or rental looks good from the curb it passes inspection. So it is easy to drive by and see what does or does not offend the eye of that many locations. The report writing would take longer than the "Inspection". Of course some actual inside inspections may have taken place if the tenant complained or if the unit is new rental getting its occupancy permit for the first time. So now that the landlords have paid for the service to harass them, the code enforcement officer will have time and resources to intrude on all citizens. "Don't Tread on Me" this is mine comes to mind... Government Intrusion on Private Property Rights is not a new issue for me...

The Survey Says: All Hail to the City Manager....

Here is what is wrong with the City of Grand Terrace paying $15,000.00 for a Survey of 300 residents.
1) Survey Questions can be manipulated to foster the desired outcome. No doubt this will be part of the argument for any future use of Eminent Domain for such things like Taking a Home and Selling the Property to a Private Developer, not using it for a PUBLIC Purpose.
2) If you drive around the parks there is little use. Limited number of tables for picnics and grills may be the cause. Unless your family is involved in Baseball or Soccer our parks are limited in use. Most of us in Grand Terrace are happy to spend our non commuting time in our overpriced back yards on the weekends.
3) The City should not be in the Business of Business. The Redevelopment Agency should aid the existing businesses and homes and not be involved in Venture Capital. Including the adding a Debt Bond to pay for the Senior Center or increased cost of developing the Freeway Frontage Area.
4) People don’t come down to the City Council, as the Council does not listen to the Citizens who do show up. This is why the Courts have been used to bring to the public the concerns of the Citizens in hope for a just hearing and process.
5) Citizens who attend Planning Commission Meetings and Planning Commissioners’ have concluded that any City Staff Presented Plan goes through Planning Commission Approval as a formality. When exceptions and adjustments are made there is a lack of follow up to make changes, and minutes and records supporting changes and objections are not included or traceable and often the City Council is presented only the Staff Report Presentation or the Presentation of the Developer, Citizens are limited to their access to information and 3 minutes to make their concerns known.
6) The amount to be spent on the Survey is nearly the amount earned by the Youth Sports Teams as they torment us with fireworks sales and fire risks. If money is available to Spend, spend it on paying a College Student to hold some sort of Mentoring Program, or perhaps a community band, or give the 4H a place to have animals and a green house on city/Edison property. A Community Youth Center for Ages 13 to 18 could be a city activity that would aid the citizens.
Should the City Manager spend 15,000.00 so he can say “the Survey Says”, like on Family Feud.? Properly written or slanted questions will give the results to be use as flimsy support for any future action he wants to present to the city council. So I say NO Survey. Citizens Go to City Council Meetings, try listening to them, more will come.
If the Survey is to be made the writing of the questions should be done by the citizens who do show up at the City Council Meetings, not by the City Manager, City Council, or Steve Berry.
Citizens want basic, Fire, Police protection. Citizens want to be left to live their lives and enjoy their property. Citizens of GT need activities for youth of the 13 to 18 year old ages. Any more than these basics are intrusions into the life and pocket books of the Citizens of the Community. This survey is simply an attempt to justify more intrusion into your homes, lives and growing the City Governments Entanglement in the Local Business Economy. Not the way I want my money spent.

Grand Terrace residents may soon get a call asking them whether they are satisfied with the City Council and how often they use the city's parks and libraries.
The council will vote tonight on whether to approve a community satisfaction survey by Probolsky Research in Laguna Hills.
The telephone survey of 300 registered voters will cost $15,900, to be paid from the general fund's unappropriated balance, Berry said. Grand Terrace has 12,500 residents.
Assistant City Manager Steve Berry said council members have been interested in a survey similar to this one for quite some time. The last survey conducted by the city was on the general plan in 1995.
A survey was done more than 13 years ago asking residents what kind of retail stores were needed in Grand Terrace.
This survey, Berry said, will provide answers about what residents want from City Hall.
"We think there is a very large silent majority who don't have the time to come down to council and voice their opinions and that's what we want to hear from," Berry said.
Probolsky Research did a community survey for the city of Diamond Bar on residential, retail and entertainment venues for residents.
The firm also has conducted an annexation and revenue survey for the city of Colton and a street maintenance tax survey for the city of Santa Ana.
Berry said he didn't know when the survey would start but that he encouraged residents to participate if called.
Some questions will address the more controversial issues in town, including eminent domain and a new senior center.
Berry said it will take about two weeks for Probolsky to do the survey and present the report, which will be made public.

UPDATE Suspect Named: Stampella

Finger Prints of Roberto Carlos Stampella have been found on that stolen car, used as a second vehicle in the GT Kidnapping/ATM Heist.

The Sheriff's department would like to speak to Stampella as a possible suspect. If anyone knows this man or his whereabouts call Detective Kenneth Owens at (909) 387-3545.

Stampella has a prior criminal record with relation to Disorderly Conduct, Resisting Arrest, and the affects of Alcohol and or Drugs consumption including Driving with Open Container in Auto.

IF you know him, or where he is please call the SHERIFF or Police Department as he is to be presumed to be ARMED and DANGEROUS.

He is known to frequent Rialto, Fontana area of the IE...

Child Programs: Youth age 12 to 18 Still Lacking

Sean Summers giggled as Cathy Varela painted his right hand green.The 3-year-old then put his green handprint on a blue tile that will be one of 315 used in a mural in Grand Terrace's new park.Sean was among 60 children at the Grand Terrace Child Care Center putting their handprints in paint for posterity Wednesday morning. Along with the kids, adults wrote their names on tiles and dogs marked some with painted paws.

The tiles will be used in one of three murals at the park opening this spring at Mount Vernon Avenue and DeBerry Street .

Assistant City Manager Steve Berry said the tile painting is one of many events celebrating the city's 30th anniversary. Another chance to create tiles is set for 9 a.m. Jan. 26 at Rollins Park .
"If people feel they have a tie-in to the community, I think it can affect the way they treat the city and the parks," Berry said. Berry , Mayor Maryetta Ferre, MaryAnn Stewart, a member of the 30th anniversary celebration committee, and sculptor Patrick Jewett readied tiles for the children, painting them blue, rose, green and yellow.

Lelah Hetrick, 8, painted a blue flower in the middle of a red tile, with mini flowers in each corner. Her brothers Alex, 3, and Cameron, 4, attend the child care center, said their mother, Carrie Hetrick.

Jewett, a San Bernardino sculptor, said the murals will include an orange-crate design based on the city's Blue Mountain and the American flag. A highlight of the park, designed by Richard Pope, will be a six-foot-tall replica of a Blue Mountain hawk, sitting on an eight-foot pedestal, Jewett said.

On Tuesday three Hispanic men kidnapped and forced a 48 year old San Bernardino resident to withdraw cash from her ATM. Authorities say that at approximately 11:20 p.m., three Hispanic male adults approached a female in a residential area and pointed a small caliber gun at her.

The incident took place on Palm east of Mt Vernon in Grand Terrace. They demanded she give them her car keys and ATM card. Upon receiving the keys and ATM card, the suspects' kidnapped the victim and drove her to ATM machines in Grand Terrace and Loma Linda in order to withdraw cash.

After the withdrawal, the suspects' dropped the victim off in Loma Linda without further incident. The victim was not harmed.

Suspect #1 is described as a Hispanic Male adult , 21-25 years of age, 5'8, 170-175 pounds, large mustache, wearing a dark sweat shirt with a hoodie.

Suspect #2 is described as a Hispanic Male adult, 18-20 years of age, 5'6 , 140 to 150 pounds, light complexion, bald, clean shaven wearing dark clothing.

Suspect #3 is described as a Hispanic Male adult, 18-20 years of age, 5'11, 170-180 pounds, wearing dark clothing and a sweat shirt with a hood.

GRAND TERRACE - Three men kidnapped a woman at gunpoint late Tuesday and forced her to drive them to ATMs in two cities.

The armed men approached her as she stood near her car outside her house and demanded her car keys and ATM card, according to a San Bernardino County sheriff's news release.

They ordered her to withdraw an undisclosed amount of cash from ATM machines in Grand Terrace and Loma Linda before dropping her off in Loma Linda.

The woman was not injured.

The woman's name, age and location where the incident happened is being withheld to protect her identity, sheriff's spokeswoman Jodi Miller said.

All three suspects are Latino males. One is described as being between 21 and 25 years old, 5'8, about 170 pounds, with a large mustache. The second is between 18 and 20, 5'6, about 145 pounds with a light complexion, bald and clean-shaven. The third is also between 18 and 20 years old, 5'11, about 175 pounds. All three were wearing dark clothing.

Man admits to tagging coffeehouse

More than 80 cans of spray paint were found in the house of a 19-year-old man who admitted to tagging a coffeehouse over the weekend, sheriff's deputies said.

Deputies stopped Garrison Cooper on Saturday morning as he walked across the intersection of Barton Road and Canal Street.
The man was stopped because he fit the description of the tagger, according to a sheriff's news release.

Cooper admitted to spray painting the side of the coffeehouse at Mount Vernon Avenue and Barton Road early Friday, deputies said.

A search of the man's home yielded more than 80 cans of spray paint, liquid paint and markers, according to the news release.

Cooper's moniker was also found at 23 locations in the city.
He was arrested on suspicion of vandalism and booked into West Valley Detention Center in Rancho Cucamonga in lieu of $25,000 bail.


Suspect in 23 graffiti taggings arrested

A man suspected of painting graffiti at more than 20 locations throughout Grand Terrace was arrested Saturday, officials said.

Garrison Cooper, 19, of Grand Terrace, was spotted near Barton Road and Canal Street by a deputy who noticed that he fit the description of a man suspected of vandalizing a Starbucks business, a San Bernardino County sheriff's news release said.

A search of Cooper's home turned up 80 spray paint cans, liquid paint and markers, the release said. The suspect's graffiti moniker was found at 23 locations in Grand Terrace, the release said, including on a large mural.

Car hits fire hydrant; F Street floods

A San Bernardino street flooded with about 4 feet of water after a motorist hit a fire hydrant Monday evening, California Highway Patrol officials said .

Sharaya Chapman, 18, of Grand Terrace, was driving north on F Street, north of 41st Street, when she tried to pass a car that had stopped in the street around 4:50 p.m., said Officer Daniel Moloney.

When Chapman tried to pass the car on the left, she realized the driver was turning left into a driveway. Chapman swerved to avoid a collision and ran into the fire hydrant, severing it, Moloney said.

The San Bernardino Municipal Water Department responded to the scene to turn off the water. No homes were damaged and there were no major injuries.

State Parks Close: Homeless Numbers Increase

The State of California is about to see that it's problems are broader than a difficult budget.

Closing State Parks due to financial shortfalling is an interesting choice. State Parks should be managed at a break even cash flow if good management is used. But this is not going to be the focus of this short post.

State Parks that are slated for closure should be put up for Lease for a period of 5 or 10 years with the Lessor being obligated to provide the following services.

1: 20 % of the Camping Facilities as a Shelter Camp for Homeless Working People with ZERO Criminal Back Ground and Drug Use. A Women's and Children's Housing Camp, and so forth.
The Rent would be 1/4th of the Household's earnings, and 1/4th of that would be put into a savings account for the purpose of making future housing arrangements.

2: 20 % of the Facility or Land should be planted in Permaculture and Gardens or Animals for food production.

3: Should provide a Meeting Place and Possible Transitional Employment or Facilitate an Employment Development Point for Residents.

Being a member of the working poor should not be a crime, or put you or your family at risk. Camping in a tent or trailer is not great, but it is better than life in a car, or on the street. We should at least make it available as a fall back point. Much like the old County Farm System, with out the abuse.

The rest of the park would be open to the public... at a reasonable fee or for free.

City touts code program; county might follow suit

GRAND TERRACE - City officials are touting a year-old program to clean up blighted rental properties as a model for others to follow.


Since the program was launched in January 2007, the number of rental homes and apartments with weeds, trash, cracked paint, damaged roofs and other problems has considerably dropped, officials said.

Under the program, owners of rental properties must pay an annual fee and have their homes and apartment units inspected by a code-enforcement officer.

Last year, the officer inspected each of the city's 1,100 apartment units and 239 single-family-home rentals.

The fee for apartment owners is either $36 or $48 per unit per year, depending on the number of units. Owners of single-family rental homes are charged $95 per year.

The officer looks for code violations such as inoperative vehicles, trash, debris, dead or overgrown vegetation and other visible problems.

Owners who fail inspections are subject to fines if the problems aren't corrected.

Assistant City Manager Steve Berry said most people fixed the problems after an initial warning and that few fines have been issued.

"Our whole code-enforcement mantra is working with the people," Berry said. "It's not based on fining people."

Residents and business owners said the program has worked.

"It has improved the housing inventory and property values and general appearance in Grand Terrace," said Jeffrey McConnell, a real-estate agent who lives in Grand Terrace.

In its first year, Berry said the program generated about $68,000 in fees - slightly more than the $67,000 the city spent on it.

The money paid for a part-time code-enforcement officer, a clerk to manage the program and start-up costs for a computer, training and equipment, Berry said.

The San Bernardino County Board of Supervisors is considering adopting a similar program requiring single-family-home rentals to register as businesses, except if the property is rented to a direct family member. The program would apply only in unincorporated areas.

Supervisor Dennis Hansberger said the county is revising its proposal after receiving feedback that it unfairly punishes good landlords.

As a result, Hansberger said he wants the inspection-fee requirement to apply only if there is a verified complaint that a property has code problems.

"I want the absentee landlords to take a more active interest in their communities," Hansberger said. "The whole idea is to fight crime and make the communities more liveable."

Non Licnesed Business in GT: Risk 2 You...

January 3rd, when everyone had returned to work a virtual gaggle of men went door to door allegedly delivering fliers for California Exteriors. Or at least that is what they would tell you when you answered their door bell.

Well, this may have been a legitimate desire on the part of California Exteriors, in increasing their sales.

However, look at who they hired to distribute and potentially "Case" our neighborhood? PC 3056 is a Criminal Returning to Jail a Revoke of their Parole. ( I'll look up their priors and list them in a summary).

Here is the rub. California Exteriors: Has no Business License in Grand Terrace. The men that were distributing their information and making appointments were in some cases Dunk in Public.. and in addition most likely not employed by California Exteriors as "Regular Employees" and were most likely only hired for the day.

Yep, these are the very type of folks who would be frustrated by the requirement for a Business License to be Posted on every Vehicle doing business in GT, and a mini card id for Door 2 Door for the Solicitors/Gardeners "Labor".

Men on Parole do have the right to work. However, the businesses they work for should be businesses doing their business in a Legal way, including having a business license. The men should also be EMPLOYEES not Day Labor. Perhaps even paid under the table. Any Employeer would know that people on Parole are not to associate with other people on Parole... so to have a team such as these folks either indicates they did not fill out a job application, or some one is not thinking.

Check your lawn furniture, and garages... see if you are missing anything.

Hats off on the enforcement of this nature.

I don't think it should be difficult to get a Business License, or costly, but there is a need to know who is doing business in GT... for many reason.
