If you read the article, it is odd that the Manager of the Property is quoted nearly at the end of the article, and the mean speak was featured first.

I hope that competition with Staters goes in to their old store. Perhaps a Cardenas Market, or a Clarks Nutritional Center, Or Perhaps a Youth Center... perhaps the city would like another Library?

Non Senior's were interviewed for this article. However, no investigation was made as to the city's involvement with the deal making. This property and development was less entangled than the others in town, and see how effective the Developer was in building and renting the building. As a town who has rejected the idea of Drive Uprestaurantss it is odd that the Drive Up is a feature boasted about. It is interesting trend.

CITY COUNCIL MEETING

I am dumb- founded after last nights meeting. Everyone of our City Council members spent time commenting on the complaints against the Stater Brothers mall. One even suggested they spend our money and have the City Attorney litigate against the Owner. Yet, they won't comment on the issues that are their business. Like our concerns for keeping traffic out of Grand Terrace and the air pollution. Safety for our kids and real "Community Development" in the direction of a Recreation Center, after school programs, skate park, etc., etc. I really think we elected some airheads!

After talking to a mom who has been talking to Mrs. Ferre, I am also surprised to learn that she thinks the Lowe's will provide funds for children's programs. In fact many people believe this because the Council has mentioned several times that we ( citizens of Grand Terrace) voted against the 5% no accountability tax and that is why they shut down the children's programs.

It is time we take matters into our own hands. Grand Terrace is our city, not theirs. They are only interested in the money. We are interested in a quality of life.

Perhaps it is time we get some real citizens envolved in the City Council. Perhaps only citizens should be hired into City positions. I'm suggesting that if you don't live here you shouldn't have a point of view.

I am outraged that there wasn't more attention given to the real issues. Shame on you City Council Members.

Sustainable Development in GT?

What a concept. Sustainable Development in GT

Development in GT that allows the community of GT be as self sufficient as possible. Self Sufficient means not needing people to come to a Big Box Lowes to earn tax money to support GT City Hall's Needs. Self Sufficient means independent generation of Power, use of environmentally intelligent Building Methods, and Alternative Energy and Alternative Transportation methods. Self Sufficient means that fewer of our citizens will commute out of town for employment.

No, none of our planning and developments on the horizon are close to Sustainable Development. An interesting thought, but it won't do what the City Council and City Manager aspires to, INCREASED PROPERTY VALUES. This is their only concern lets not pretend otherwise.

We were closer to Sustainable Development when we still had working farms, lumber yards, and less focus on retail developments. We were closer when we could have a few chickens in each yard, or keep a goat, or cow at a near by ranch. GT has been running away from Sustainable Development for years. Don't let the use of the word make you think that it is even being given the slightest consideration. Just try and put up a wind mill in your yard, have a chicken or two, or worse yet install an alternative method of handling your waste products from your property. Try to disconnect from the Grid (Sewer, Water, Trash or Electric), and you will be given notice to evacuate the property. Try and drive an electric golf cart on Mt. Vernon or Barton Rd. you will be ticketed.

Fire along Freeway

The fire along the freeway between Barton Road and Mt. Vernon Offramp should remind us all that Fire Season is Still Upon Us.

The Hills, and the fields were sheep used to feed are all dry and ready for a spark of one kind or another.

Be aware of smoke and report it immediately.

Interesting Council Meeting

Tonight was an interesting meeting at the Grand Terrace City Hall.

Perhaps the most interesting was the public complaints by a parade of small business owners against their landlord, and the facility management person, in particular.

Lets review, this situation.

Each of the restaurants making complaints all hold A Health Ratings.

Yet, they complain that the sewage doesn't work, and there is standing water in and around the complex. What is the source of the standing water?

Perhaps the Health Department should be called in to make an inspection of the operations and if things are so bad and the publics health and safety is in jeopardy the businesses, (restaurants in particular) should be closed immediately until the sanitation problems are resolved.

Perhaps the standing water is a result of tenants washing out work areas with hoses, rather than mops and buckets.

Perhaps the road repairs, and repairs to sewer lines along Barton Road have contributed to the problems of drainage to the Center.

Perhaps the Littering Citizens should be fined for Littering, and the Skateboarders for being in violation of posted prohibitions.

Perhaps the Comments Should have been limited to the actions that the City Might Take rather than the issues that belong in a Civil Court or Arbitration between the lesser and lessee.

Perhaps the parade of Complaints was Organized, not as an effort to remedy the alleged problems but to humiliate a person who has had the courage to engage the City Council, and Planning Department in the interest of their business holdings, as well as the citizens of the City.

Perhaps the City will send it's code enforcement Officer to each business, and close them down until the problems are corrected.

It was an interesting show, we wonder what effect long term it will have.

Perhaps when a tenant leases a building for the purposes of having a restaurant, they should inspect the amount of AC provided and not complain that their pizza ovens, and coolers add heat to the room for which the AC was not intended to vacate.

Perhaps the Roof Design Code should include El Nino requirements. Consider that the City Managed Senior Center also had Roof Problems during those wet seasons.

Perhaps the area could be zoned for high density housing complex for people attending UCR. Perhaps the same design as the Senior Villas.

On to other Matters.

Real City Related Business was brought up to the City Council during Public Comment. This Business was cut short by the 3 Minute Rule, and was not addressed by Staff Comment or any of the Council Members Comments, nor the City attorney's Comments.

The development of the various plans, and filing them with the State is a requirement of which the City Manager and City Council have been derelict in seeing accomplished. As was mentioned no plan or development should go further without these documents being updated and available for each approving agency to use as a measure of compliance. When will the City Manager be held accountable for the fact that these reports have not been updated and filed with the state. When will the Council realize that many of the problems in the city are caused by the lack of these reports being done properly.

There was question raised about the apparent expansion of the Town Center Development as the "Preferred" Developer has purchased Residential Zoned Property adjacent to the Development. The plan calls for 16 ac and is often refereed to in the news coverage as a 20 ac development. What is the Plan for the residential Zoned Property?

The public did not hear the last two paragraphs of the presenter's issues.

Next Issue:

Manhole Builder Returns back to the Planning Commission. This is a direct result of active community members being alert to the actions of the "City Staff" and making the failings known. The same people referred to by the City Staff, and Council Members, and City Manager as annoyances are responsible for bringing to light the issues which returned this proposal to the Planning commission.

Next Issue:

The need to use competitive bidding was in evidence during the last portion of the meeting. The staff budgeted 80,000.00 for painting stripes and the bids came in well under that at 22,000.00 and change. Then the next two road contracts were single sourced to the vendors. Apparently there was no open bidding on these contracts. The citizens will never know if the price being paid is the most prudent, or that fairness was a part of the contracting procedure.

The discussion about road repairs on Barton Road did include the mention of repair to sewer lines. Perhaps the Sewer Line system needs a check along the entire length of the major Pipes. Remember the road is to be cut up for a water project in the near future. Perhaps a general inspection should be done so that work on City Pipes could happen at the same time as the water project road work.

Next Issue:

Is Jeff G. Going to vacate the house rented to him by the city for 500.00 per month when he leaves the employment of the city? Yes, he was responsible for most of the interaction with the annoying public and citizens of Grand Terrace. It is perhaps this annoyance which has lead him to a more spiritual employment. Perhaps the attachment of a non related EIR report to the proposed Manhole Builder's Plan had something to do with it? How will we know?

Of other Interest:

The citizens contributing to this blog have been less than pleased with the amount of information available on the city's web site. We have been told there is not the staff or money or time to make more data available to the citizens. Yet, when asked to put data on the web site Steve Berry always responded to council, no problem we can do that. Which is it? No money or time, or is it a lack of desire to inform the citizens on all city business?

The financial dealings are suspect. Yet, the detailed proposal has not been made available to the Public. Where does ALL the funding come from. What are the budgets for Maintaining the Property, the Park, and the Staff. What are the budgets for the "Management Fees", and what services are included and paid for by the "Management Fees", what are the terms and conditions of the contract, and what are the default remedies.

(This Deal was done behind closed doors, and not announced untill the first payment was made last meeting.) The associated "Management" fees for the property have also been negotiated without public review or concent.

The Citizens saw the results of the "Closed Meetings" and non disclosure of information. The purchase of a Piece of property, negotiated by the Employer of the spouse of one Council Member, and the former Employer of a second Council Member, was a done deal, and check paid and cleared the bank before the Public had notice of the Deal, Price, and Terms and Conditions, and related continuing Fees to be paid. This is supposed to be an OPEN Government. Voting to ok the already written check was not the time to remove yourselves from the decision making process, nor was it the time to inform the public of the Deal being made. Shouldn't the "Management" of the Property be done as a result of a separate contract bidding negotiation?

WEST NILE VIRUS IN HESPERIA

The first West Nile Virus (WNV) - positive dead bird for 2005 has been found in the high desert just south of the City of Hesperia. The bird, a Western Scrub-Jay, was collected on August 3rd, and confirmed with WNV by the UC Davis Laboratory. The bird was collected along Highway 173 just south of Hesperia City limits close to the Silverwood Lake area. In 2004, this area recorded several WNV-positive dead birds, mosquito pools and 2 horses.

A total of 37 birds in the jurisdiction of the San Bernardino County Vector Control Program have tested positive to WNV in 2005. The majority of the birds have been crows. These birds are distributed in the cities of Yucaipa (22), Redlands (8), Upland (3), Colton (1), Grand Terrace (1), Hesperia (1) and Fontana (1). These results demonstrate that WNV transmission is ongoing and the public needs to be vigilant by reporting mosquito breeding sites to vector control and using personal protection against mosquito bites.Eric Frykman, County Health Officer stated, "The vector control agencies within the county are working diligently to reduce mosquito population and has increased surveillance with quick turn-around of positive results. Public education, active vector control operations and surveillance activities are being ramped-up throughout the coming months."

Vector Control staff are canvassing the area distributing WNV pamphlets and looking for additional mosquito breeding sources. Since mosquitoes lay their eggs in standing water, residents are encouraged to look for and eliminate any standing or stagnant water on their properties.

Property owners with pools are encouraged to keep them clean. Green or dirty pools impact entire neighborhoods, and mosquitoes breeding in such pools fly over property lines to bite people several blocks away. Please report green pools and other sources of mosquito breeding to San Bernardino County Vector Control Program at (800) 44-ABATE or (909) 388-4600.

San Bernardino County citizens can protect themselves from mosquito bites by taking these precautions:
* Drain or Dump Remove all standing water around your property where mosquitoes lay eggs such as birdbaths, green swimming pools, ponds, old tires, buckets, clogged gutters, or even puddles from leaky sprinklers.
* Dawn and Dusk Avoid spending time outside when mosquitoes are most active.
* Dress Wear shoes, socks, and long pants and long-sleeved shirts that are loose fitting and light colore
* DEET Apply insect repellent containing DEET according to manufacturer's directions.
* Doors Make sure doors and windows have tight-fitting screens. Repair or replace screens that have tears or holes to prevent mosquitoes from entering home.

Start a Voter Initiative

Unlike petitions, voter initiatives or referenda do have legal status. Not all states or localities have a mechanism for conducting voter referenda, but they can be very effective. Usually you will need to get 10-15% of the voters in your area to sign the petition in order to get something on the ballot.

Also, the rules for conducting these can be very strict. For example, there are very specific items that need to be on each signature page and that must be submitted when the signatures are turned in. If you do not follow every requirement exactly, your initiative may be disqualified.

To find out about voter initiatives, you can look on the internet, contact your state legislator, or contact a supportive city councilperson. Initiatives are sometimes governed by state law, sometimes by county law, and sometimes by city or town law, so there may not be a central place to check. And, of course, where you do the initiative may also depend on which body is doing the condemnation.

Property owners in Baltimore County successfully used a voter referendum to defeat a proposed condemnation. Seventy percent of voters voted against the plan.

Form a Community Development Corporation
In Pittsburgh, after forming a community group, the members decided to form an official Community Development Corporation (CDC). The CDC had the advantage of having a more official status. The CDC then proposed its own alternate development plan for the area—one that did not involve eminent domain.

Limited Invite to Public Meeting?

The Corporation for Better Housing sent an invitation to a Public Meeting to address the seriously limited issues raised at the City Council Meeting regarding the proposed development of Blue Mt. Senior villa's, and the Susan Petta Park.

Several observations regarding the letter must be made.

It's contents suggests that the issues being discussed at the meeting are the only ones which are holding up a Yes Vote of the City Council. Perhaps this is wishful thinking on their part, or it is a Development which has already gotten "Approval" in the back room meetings of the Planning commission and Redevelopment Agency Meetings. Which is it?

It's contents suggest a limitation on the people who have a right to speak at this meeting as being only those who spoke at the Council Meeting or who live on Brentwood. This is not true, the entire community should be notified of the meeting and its purpose. This development regardless of it's proximity to your home or the amount of your tax dollars going to pay for it is Your Business. It is YOUR business if you are 18 and hope to move in when you are 55.

The envelope the invitation arrived in was the official envelope of the City of Grand Terrace. Now this could have been done so the "City" would not be accused of disclosing the names and addresses of individuals. However, who paid for this mailing and the envelopes used? Most "Speakers" at the meetings give their entire address, and the citizens who do not attend the Council Meeting could have received the mailing as a bulk letter to "Residents", or "Occupants" rather than targeting only a few individuals.

This is an example of how the city runs. It speaks to a few, caters to a few and in this case is trying to placate a few. The city does not attempt to share full information with the citizens, and provides excellent services to a few of its citizens while neglecting the broader populations concerns. Is Cash the Motivation?

The invitation should have included a statement on how much they have contributed to the GTDays Committee's Fund, a disclosure that the President of the Corporation for Better Housing is a Realtor and Property Manager, with a separate Corporation, which everyone should watch out for as being an entanglement in the Deal being made. Look out for tie in contracts with the development, who is being paid to manage the development.

The limited issues being discussed did not include one of the major objections to the project. The zone change needed to allow such high density housing on that site. This zone change request could be interpreted as influencing a local government, when it is combined with the contributions made to the GTDays Committee. This act may be a violation of their status requirements in the IRS Code which qualifies them as a "Charity". Yes there are many types of Non profits. This corporation is listed as a "Charity", not a Non profit which distributes all its income, a suggested by the Council Member's comments. http://caag.state.ca.us/charities/index.htm link will take you drieclty to the California Attorny General's Site regarding http://partners.guidestar.org/partners/cadoj/index.jsp this "Charity" put in the name Corporation for Better Housing. In addition: The City Councils 3 minute rule may have precluded you from addressing real issues. This limitation on your right to address the council may constitute a violation of your rights. In addition it may open the door to law suits on issues not raised at the Council meeting as the limit on the time may not have allowed the issue to be raised. Thus violating your right to raise a particular issue.

Recommended Actions:

Go to the Meeting of the Corporation For Better Housing. Speak to them on the issues which concern you. Speak to them regarding issues beyond those which are so limited by the Council. Take with you a document stating your issues, have them sign that they have received the issues you wish to raise.

Include things like fire escapes and back up generators.
Restroom for the Park Facilities.
Budget information for the maintenance of the park. How many man hours will it take to maintain that park? Who will be paying for it. We seem to have a problem with maintaining a lawn, and restrooms as it is.
Parking at the park during "Public Events"
Wider Drive Way Cut in's
Bond for Performance? If they build a disaster like the Colton Palms Senior Development, who pays?
Could they put this project in the Town Center? ( it would not require the land cut in, and 3 stories).

GT is Not a Good Investment

Once a piece of property is designated "Blighted" the city or the CRA can take it away from the current or future owner with almost no recourse left to the property owner. The Designation of Blighted sticks to a property even after it has been "Redeveloped".

This makes Investment in the Town a Higher Risk, than those properties that have never been so designated.

After reading the PE article on the city's determination to charge the sports teems for their use of Public Parks, I wonder if the residents of the Blue Mt. Senior Villa's will be charged a user's fee for taking a stroll in the proposed Susan Petta Park? Perhaps the Gate could include a tasteful collection of fees container, for fee based useage of the park. Walk 50 feet pay 50 cents.

If the city can't afford the Parks, they can't afford the City Manager and his staff. They sould cut back on the Councils Medical Coverage, and Travel. They should cut back on the airconditioning of the City Hall Except when Public Mettings are being held. Oh, and the Schwab not needing a house, it should be sold, and the funds made available to use for truly PUBLIC activities.

Press Enterprise Coverage disappointing

It is rather disappointing that the Press Enterprises new reporter to Grand Terrace is taking so long to get to know the new assignment. I wonder if she knows that the baseball Team earns a significant amount of money from the concession stand at the ball park, and of course the firework sales which put all our safety at risk. The financial details are available for the Base ball team they spend nearly 13,000.00 for trophies.

How much of the cost for the soccer team is for trophies? This is not a must have. If a child is playing for a trophy the motivation is wrong.

Mr. Hilkey's opinion that the children using the park should pay for the park is in character, with his other public statements regarding youth activities. I don't recall the youth or parents being asked to pay for the "improvements" before they were done. If they were asked perhaps they would have said, no we will play on the bad fields that were in existence at the time.

The cost of the upkeep of these parks is not only for the sports teams, how about the excessive treading on the lawn of Grand Terrace Days, the Regular Resident who uses the parks during the week to entertain their young children, or all those women who walk on the track...

Perhaps the city could open for bid the use of the Snack Bar as a full time concession opportunity for an outdoor after school hangout/ and homework center which sells healthy snacks to the Latch Key Youth in our community... Woops, they might provide a service to non sport playing youth... dare not do that.

Public Service is not the goal here. There is more to this story, perhaps the PE could do more in depth research and reporting in the future. How are the funds spent by the teams? Where do their contributions come from? How much is spend by the city and for what? Simple fact finding is in order.

City Fails To Respond Regarding Contributions

The City of Grand Terrace has not YET provided the detailed information on the Contribution Amounts made to the GT Days Fund, and the expenses of the Day and the planned activities.

Enjoy the concert in September, but know it is being paid for by a DEVELOPER with items before the Council and Planning Department.

The Dog Park if a truly Public Facility would be a great thing. Perhaps it could be ontop of portions of Gage Canal?, or other places where limited construction can be made. Of course it has to be where there is water and preferably a restroom facility available for Humans.

Did any one notice that there are no restroom facilities in the park portion of the Blue Mt. Senior Villa's Petta Park. Will the entire community be welcome to use the Senior Center's Restrooms? How about some of the seniors who may not be able to "Quickly" walk back to the Center in time to get to the restroom. Minor Details, like drinking fountains and trash cans but details that make a park usable rather than a park just to look at and drive by.

The Dog Park could be designed to provide more features such as a permanate band shell/restroom facility simular to Flemming Park in Colton. A place with only one function is not the best use of space in Grand Terrace.

The SPEAKER pro tempore. Under a previous order of the House, the gentleman from Georgia (Mr. Gingrey) is recognized for 5 minutes.
Mr. GINGREY . Mr. Speaker, I rise today as the proud author of H.R. 3268, the Eminent Domain Tax Relief Act of 2005. I also rise to continue the discussion on eminent domain in light of the recent Kelo v. The City of New London, Connecticut, decision by the United States Supreme Court.
Within 1 week of the Kelo decision, this House demonstrated its commitment to the American people and their property rights through passage of House Resolution 340 by an overwhelming and bipartisan vote. Mr. Speaker, through H. Res. 340, this House condemned the Kelo decision and issued a warning that abusive eminent domain will not be tolerated by this Congress.
However, Mr. Speaker, there is more work to be done, and I look forward to the House's consideration of H.R. 3135, the Private Property Rights Protection Act, introduced by the distinguished chairman of the Committee on the Judiciary, the gentleman from Wisconsin (Mr. Sensenbrenner). I have proudly joined the chairman in cosponsoring this bill that will codify into statute the principles and concerns that we expressed by House Resolution 340.

Today, though, I would like to press forward in the fight to protect the American people's property rights and to discuss H.R. 3268, the Eminent Domain Tax Relief Act. This bill will ensure tax fairness for all who lose property through eminent domain. The Eminent Domain Tax Relief Act will exempt individuals who lose their homes or businesses by eminent domain from paying capital gains tax on the revenue generated from the forced sale.

Mr. Speaker, there is no question that eminent domain must remain a tool of last resort for the government and a tool employed only for public use. However, while most Americans accept traditional and proper execution of eminent domain for schools, roads, and other expressly public uses, no individual should ever have to pick up the tab with IRS when the government decides to sell his or her own home or business. Mr. Speaker, these individuals did not make the decision to sell their property, and they should not be penalized by the Tax Code for a decision that they did not make.

In the wake of the Kelo decision, this Congress, the media, and the collective discussions around American dinner tables across this country have focused upon questions of acceptable uses of eminent domain. Well, the Constitution speaks loud and clear. Eminent domain should only be for public use.

Additionally, the Constitution also requires the government to give just compensation for any taking of private property. Is it just compensation, Mr. Speaker, to send the government wrecking ball and an IRS agent to the same door at the same time? I think not. It is simply unconscionable for the government to add insult to injury by taxing those people who are losing their homes and businesses by no choice of their own.

Often, these individuals have to pay many additional costs when the government condemns their properties. Individuals assume the cost of relocating to somewhere else, and condemned businesses have merchandise that would not only have to be moved but, in many cases, would have to be stored in the interim. Therefore, Mr. Speaker, the government must redouble its efforts to ensure these individuals receive just compensation and are not additionally burdened by the Tax Code.

I encourage all my colleagues to take a good hard look at this legislation. I believe that they will see that it is the right thing to do. There should be no taxation on government condemnation.

Mr. Speaker, I ask all my colleagues to stand firm against this injustice. Sign on to H.R. 3268, supporting tax relief for all those who pay the price when the government wrecking ball comes.

Isn't it interesting that Corporation for Better Housing a "501" shares the same phone number as Lynx Realty & Management.

I wonder does the Corporation for Better Housing pay fees to Lynx Realty & Management?

Perhaps this is like City Council members negotiating for land purchases with a realtor who is Related to the Land Owner, The Employer of a Council Members spouse, The Former Employer of a Council Member, and the Property Owner had Provided the City Manager Temporary Housing for no Charge. Then that same Realtor gets Management Fees to handle the lease of the same property until such time the City's Hand Picked Developer "Grand Terrace Partners" are ready to develop the property. A development plan which has been revised so much it is not close to the "original Plan Submitted" or to the General City Plan.

Any one owning or developing property which has been designated by this or any City as being "Blighted" should know that even after "redevelopment" the tag of "Blighted" is always on the property and the new developer can face the same torment as the previous land owner. This is according to presentations to the California Joint Committee on Housing Aug 17, 2005. So that land in Grand Terrace that the City and the City Redevelopment Agency has designated as Blighted will never be truly owned by anyone other than the city, as they and they alone have absolute power over that properties use. That makes for a bad investment, when the city clearly goes to who ever pays the most, when it makes its decisions.

Why are GT Citizens So Skeptical?

Did you read Colton Senior Housing On Hold? The Colton Senior Palms Apartments has so many problems which should have been avoided by proper city review and planning during the planning and construction. The seniors lived in poor conditions on day one and now are being evicted. They were told they all had to agree to take $31,000 to move. And, if they all didn't agree it was going to go down $5,000 per month. In the paper it said, they ALL rejected that amount. They have no place to go. They sold their homes and thought they could live there till they died.

The city of colton "contributed" money to the project, and gave the developer a long term lease on the property and the management rights. Unfortunately the word obligation was not defined specific enough to cover the rights of the residents. Rights like good housing, and a right to live there till they die.

Of course, no senior in the Blue Mt. Senior Villas, will have any of those protections. Seniors must be "Active". Which can be defined to mean able to run down 2 flights of stairs during an earth quake, fire or other disaster. Not in need of medical or other living assistance such as meal preparation other than the lunch served daily at the Senior Center. If you get cranky, incontinence or immobile you had better planned for other living arrangements. Seniors should not consider this a better option than living with family, or moving into a hotel with services. At least at a hotel, they change the sheets, and provide house keeping.

The city of Grand Terrace's record thus far has not garnished much trust that the Senior Villa, OAC, TC or GTI Property will be developed properly. Lets look at there record. Town Hall, roof problems, walls needed replacing, and designed in such away it is dependent on AirConditioning or it is a "Green House". Current Senior Center, has enjoyed continuous problems with the roof. The Rollings Park, sod and grass not installed to specifications. Mt. Vernon and Grand Terrace Road island, the lack of attention to safety impact on adjoining properties, the planting of a palm tree right under utility wires, (they only have two or three years before they have to be removed). The planting of visual impediments on Barton Road, shrubs along the GTI's sidewalk.

Should we trust the backroom negotiations and plans without full disclosure of not only the plans and specifications of the building. No. Should we trust the contractual agreements between the City, CRDA, and the Developer, and Management Company without full and complete discussion of the services to be rendered, and the contractual obligations and remedies to the city and the seniors living in the housing. NO... Should we assume the city's building inspectors will be proficient at inspecting the construction. NO..

Should we question those governing us, spending tax money, and providing "Services". YES

This may take more than THREE minutes.

The Three Minute rule prohibits the citizens of this community to fully address their concerns to the city. Therefore it may be possible that any decision made by the Council and Planning Commission where such a limit was placed on an agenda item may be invalid. If a concern was not brought to council because the speaker was cut off from bringing it forward during the meeting because of the 3 Minute rule, there may be legal recourse to redress the issues silenced by the use of the 3 Minute Gag.

UFO Lands in Grand Terrace?

Grand Terrace had a flying object lands within its city limits.
Reports of the event are still not clear... Perhaps the City Manager, and the City Council should ask the Sheriff's Department to investigate the situation, and if laws were broken, citations written, and arrests made. Perhaps the City would like to gather up the evidence, observations, and make the first public report of the event.

Is Grand Terrace an Airfield? No.
Therefor the craft or object must have been "Unofficial" or UnIdentified.
Perhaps a report to the FAA is in order?

Grandpaterrace has reguested the DOT to look for compliance with the following California Code:

3532. TEMPORARY AIRPORT AUTHORIZATION

(a) No person may make aircraft landings and takeoffs from a nonpermitted or nonexempt site without first applying for and obtaining a temporary airport authorization from the Department to conduct such operations.

(b) For a temporary airport authorization other than for helicopter operations within 1000 feet of a school, a person shall apply for a temporary airport authorization by submitting a letter to the Department. Information to be submitted with the letter, for the application to be complete, is as follows:

(1) Name of person applying and name of the aircraft operator;
(2) Site location (latitude and longitude or other descriptive information which will assist in locating site);
(3) Local area map with site plotted on map (United States Geological Survey, city map, etc.);
(4) Type(s) of aircraft to use the site;
(5) Period and expected number of operations (landings and takeoffs);
(6) Purpose and description of operations;
(7) Letter or notice of approval from local governing body (city or county); and
(8) Letter or notice of approval by landowner.

Are they building a house, replacing a roof, is the city going to require them to build sidewalks and curbs in order to paint... How about an agenda with some information equal to the Staff Agenda... With it's recommendations on it...

The Concern is the City, not the Land Owners

Grandpaterrace received an Email:

"It saddens me to read the citizens of GT lowering themselves to the Cities level and below. Let us know forget what fine neighbors, friends, family and long term citizens the Dodson Family has been in our community. Let your final good bye be good words about them as they prepare to move from GT after generations of their family being raised here. And by the way...You may want to do your homework and see that more than one parcel of property was purchased in this transaction, more money was not made by this family because of any wrong doings.....

The Dodson's are very good, honest people. They have worked hard, made a modest living, raised their family and few others along the way, taken care of their elderly to their last breath, never complained about any of it and never asked for help.

After Grandma passed on and Daddy retired their dream has been to sell the GT property and build a home close to their children and grandchildren up the hill. Year after year has passed since then....

The city has chosen to interfere and interrupt the quality of life for the Dodsons for several years. Changing the property zoning to commerical, allowing a storage company to move in across the street, Interferring in sales of the property, not approving specific commerical use of the land even though the property was zoned commercial, empty promises month after month until finally their recent purchase of the Dodson property.

It doesn't make sense to build a home any more....because that would take a year or more so instead of getting their dream they will settle for buying a home close to the kids. At least one can take comfort in knowing that they will live the rest of their lives close to family and be able to continue to take care of themselves and loved ones as they always have.

Happy Trails to the Dodson family....until we meet again...

And so I must ask....who among themselves will the citizens of GT choose to attack next?? Maybe the ex-Mayor.....as he has sold his home too.... "

The writers of this blog have nothing but sympathetic feelings for any Land Owner in the City of Grand Terrace. The issues raised with any land transaction in the City of Grand Terrace are with the City's Methods, and Dealings. These are the concerns of the Citizens and Writers of this Blog. These issues should be discussed and investigated.

Shame on the Citizens of Grand Terrace for NOT taking a more effective stance against the Redevelopment Agency's Actions, the Planning Commissions Actions, and the Recommendations of the City Staff and Tom Schwab which have given the citizens questionable land and development deals done in back rooms.


This is our concern. Anyone doing business with the city does so under a cloud of suspicion. There is not one city transaction above suspicion due to the attitude and practices of the Council, and City Manager, Planning Department, and City Staff.

Thank you for your note. I understand the issue is with the city. I totally agree, our shady city government needs a shake up! It's not elementary school anymore Mrs. Ferre.....it's not because your the principal and you said so.... What a terrible example to our children....misrepresentation, lying, manipulation etc.... What did the school board never tell us about.... What a disappointment!

Look out Terrace View Elementary...she will probably approve the 120 low income apartment complex right between you and the Sr. Center too! The Shell station can't sell liquor close the an elementary school but we can move the potential for drugs, gangs etc. right next door!

The majority of what is written in the blog is negative, with mention of the Dodson's and no statements in their favor and/or support, readers may interpret them as a part of the issue. I simply wish to have everyone fairly represented.

The Dodson's requested to lease back the properly from the City because their new home was not closing for 60 days after the GT property. The city refused and said they must be out immediately.

An added twist to the plot....is the relationship between Gene Carlstrom, Terra Loma and the Dodson's. It seems our dear Realtor plays both sides of the fence.....they are related....Uncle Gene.... Perhaps money is more important than family.....higher commission, management fees, maybe a kick back or two......who knows....

Ironic isn't it....the cities management company wouldn't allow the Dodson's to lease back for 60 days. This is the same manager who didn't bat an eye in hard times at staying free of charge, paying no rent or utilities for months on the Dodson property.

MORE CONCERNS ABOUT THE SENIOR PROJECT

MORE CONCERNS

1. Who will hold title to the Senior Housing Project?
2. Who will manage it?
3. Just what is a "not profit agency" of this caliber?

Where did the Council get the idea that seniors wouldn't shop downtown? Where else would they go if they don't drive? Do they mean shop at Lowes? Is that a done deal? I think this project on a smaller scale would make a great contribution to the Grand Terrace "City Walk" on Barton Road.

If this is the project that the City has been saving our hard earned tax money for, as stated by Mr. Schwab, how long has this plan been on the desks of our City officials.

If our City has so much money to spend why not creat a Recreation Center for the children.

Wouldn't it be great if Mr. Schwab had dedicated one of the Rehab projects to a "Kids Club"?
It seems there are so many citizens who disagree with Mr. Hilkey, and consider the future of Grand Terrace' children is everybody's responsibility?
