Bank robber in GT and Water Pipe

Has the following information about GT Bank Robbery.

April 22 2005 Valley Bank at 22729 Barton Road, Grand Terrace, between 8:40 and 9 a.m., before the bank was open. The robber forced the employees inside and then forced them to give him a lot of money.
The Grand Terrace robber was described as between 6 foot 2 inches and 6 foot 5 inches tall and about 250 pounds. He left the bank in a silver or blue Dodge Intrepid. He wore a white long-sleeved dress shirt, khaki slacks, a tie and brown leather type shoes.

How long did it take for the sheriff to respond? Is there a picture available?

The City Council is trying to define its powers, and practices. There are those who want to continue with closed negotiations, contracting and back room deals. They have taken the tact that each time the Brown Act says that a meeting "may" be held in a closed session that means it "MUST" be held in closed session. This is wrong. How many of the back room meetings could have been held in public, IF the council desired to be open and held open to the light of day in its negotiations. YES this statement is for the Redevelopment Agency Meetings ALSO.

Beware of OAC Revisions

The revised plan for the OAC is so far from that which was presented and approved by the planning committee the whole project as revised should be scrapped.

Does the city want to have a hotel, and an invitation to low paying often filled with illegal labor jobs for which there is no or little benefit to the city's economy or social progress.

Is it really a goal of the city to have a place where city organizations, can organize parties and other event where alcohol can be served in order to entice "participation" or "fund raising activities". No we don't need more drinking in town. No we do not as a city need to use alcohol to entice participation of adults in civic activities.

Of course the city could levy a room tax to cover the added expense of law enforcement which will exceed the "sales tax revenue". No thanks, it is time to reject the OAC and do a real open plan, put the development open to a true competitive bid and proposal process.

Senior Center/ Housing Moves Forward

It is fantastic that the Senior Housing and Center Project is moving forward.

However, the actions of the City are still in a fog of closed meetings and contractor or developer selection process. How is it that the raffle for the use of the snack bar during the GT Days can be placed on the channel 3 flip adds and yet not one mention of solicitation for bids on this perhaps the largest GT and government project.

This may be the most wonderful and best project for the funds of the community, if one were to support the idea of the city being in the development business. However, how can the city not support affordable housing for people of all ages in Grand Terrace. Can a 20 year old rent a place in Grand Terrace for 500.00? Where do the people earning minimum wage in retail jobs live? Remember that Retail is the main focus of the city's development plan in the commercial zones and industrial or manufacturing zones of the city.

An OPEN and Fair city management would have announced in a big way a call for bids or proposals for the Senior Center and Housing Development. A number of plans should have been presented to the city and the community. The citizens should have a look see to see where their funds are being spent.

This is part of the funds that were "refinanced" a debt that the City Manager suggests is not a debt, yet the City is the Redevelopment Agency's co signer.

It is time that the Code of Grand Terrace be changed so that all meetings are public, and all contracts of the city and RDA are announced, and publicly reviewed.

Opinion:

It is great to have an additional school.
It is not great that two public agencies have the right to Hide the negotiations between the two agencies.
It is not great that the new school and its community benefits are at he least centralized location available.
It is not great that the new school is in a fairly industrialized zone, and will most likely fall victim to vandals and thieves due to its location.

It may be best if the GT Library is located at the new school, and there be Adult Classes in the evening, and add a onsite residence for a live in caretaker and crisis center for teens needing immediate assistance or protection.

ANSWER:

The band would be made up of trumpets, clarinets, sax, and any thing that you don't have to plug in. (If there is a Frank Sinatra, or a Peggy Lee who wants to join in... Perhaps a microphone for the singer). As far as the music style, that will include your general marching band arrangements and swing band type music. Hopefully easy arrangements at the start. The intent is to have a way of continuing the enjoyment of playing in a band, build community spirit, and a multigenerational activity.

Already suggestions have come in regarding the organization of the band: They include a city organization sponsorship, perhaps one of the city's committee's, or even a local business sponsorship. As for places for practice these groups need a place with seating and light, it would be great if a band room was available at any one of the three schools for evening use. This too can be checked out if there is say as many as 4 or 5 folks willing to commit to a once a week practice meeting. Or if there are up to 30 this of course would require more space. (How great would that be.) This is all up in the talking stages.

Please talk up the idea, and have folks contact the blog, with their interest, and instrument, and phone number. And watch for future announcements regarding the band.

Community Band Anyone?

Is there any interest in starting a Community Band for all GT and Colton musicians age 16 +? Is there a place the Band Can Practice for FREE? Could the GT Foundation sponsor this activity?

Any Interest? Please email grandpaterrace and the message will get to the right place. It is just an idea to have a local group, to meet once a week for practice and perhaps do a performance or two a year. Mostly a just for fun activity.

OAC RE-PLANNING MEETING 4/21/05 and more

Everyone in town received an invitation to the Planning Meeting due to the controversial topic of the OAC. That meeting is on the next agenda.. EVERYONE should show up. Don't let the City Manager and City Management think we don't care. For or Against the project, show up, get informed.


Previously the Grand Terrace Market was denied a hard liquor license because "there is enough liquor licenses in town". Well, now that the statement has been made do we as a community want to add to the plague of drunk drivers who gas up at gas stations and pick up their brew and wine too. This is not a good combination, and it should not be extended to new businesses in this community. Lets this community say in our business practices driving and drinking don't mix. The agenda item indicating that this is a planed point of distribution of alcohol is below. Remember Savon's is going to request to sell beer, wine and hard liquor in addition to their operations. Remember the Council previously denied a pre-existing business which is not on the main drag through town the right to sell hard liquor. We don't need people filling their tank and getting tanked and then driving in our town or on the freeway. How about a Just Say No policy to gas stations selling beer, wine and or hard liquor.

No Arrests since 4/10/05

The Grand Terrace Sheriff has not recorded an arrest since 4/10/05. This is to say there may have been numerous reports of crimes, and tickets issued by the sheriff during this time, but sheriff activity has not included or resulted in the arrest of criminals of the more serious sorts in the past ten days. The Citizens of the community does not have crime report information untill long after the fact. The city could update the city web page weekly.

Colton Police Department however has been recording a number arrests just at our borders.

Perhaps this is due to the Criminals not Welcome in Grand Terrace signs, it is difficult to determine the effectiveness of the crime situation in Grand Terrace when the data is not reported completely. Is there a correlation between crimes reported and arrests? There is no way of telling. Is there a conviction rate for arrests? Is there a rate of unsolved reported crimes? This is real data that can be used to assess the performance of the law enforcement contracts and the safety of our community.

The Chamber of Commerce has improved its reporting, and the Senior Center continues to report on crimes reported and property recoveries, however this data is fragmented and not correlated so a community member could make any kind of assessment on the efficiency of the contracts as managed by the City Manager.

Real TV: City Council Meeting and the 3 Monkeys

Previously at the last City Council Meeting, City Manager Tom Schwab directed the council members not to answer questions asked by citizens during the public comment portion, and or at council meetings at all. Council Members Hilkey and Miller were upset at this situation, and at being hushed by current acting Mayor Ferre. They feel that the duty of a City Council Member is not to be one of the 3 Monkeys, "hear no evil, see no evil, speak no evil". No they see the need to be open, and questioning of the current secretive practice and know that such practices foster a natural suspicion amongst the citizens.

This weeks agenda held an item for the purpose of discussing what can be said at a council meeting by council members. The legal council provided an interpretation of the Brown Act that comments, questions, clarifications and directions for staff members address particular queries can be made as a result of a citizens comments during the council meeting. However, no discussion, or decision can be made.

This seemed to be confusing: The Brown Act provisions are to allow the public the time and opportunity to speak to any action of the Council before it takes such action. (Of course this does not include "CLOSED" meetings).

Council Member Hilkey queried how can a citizen know what is entered into the record, what actions or resolutions were made to either the issues raised at Council Meetings or as a result of the MANY CLOSED meetings held by the City.

The resulting conversation on the agenda item ended in words but only one specific recommendation. Recommended was that all public comment and the response given by Staff and Council be included in the minutes of the Council Meetings. In addition copies of responses or documents mailed to the person raising an issue be provided to the Council and the Record.

It was also mentioned that the contract for the OAC be made available to the public.

Here is a real action item. Please put all records in PDF files on the City Web Page. In particular, all contracts, and codes, and Redevelopment Agency Negotiation Results, and Planning commission Findings.. Yes all that becomes a paper document should be available for public view. Certainly no future business should be conducted Cloaked from Public View, and some of the folks looking into the City's Practices may desire to assist in the processing of the old files to make them available also. This should be a function of the Historical Society as well.

High school Proposed on 60 acres off Main Street in southwestern tip of Grand Terrace Redevelopment Agency will consider an offer Thursday from the Colton Joint Unified School District for 25 acres required to build the school

GRAND TERRACE - Proof that a long-awaited Grand Terrace high school will be built may emerge for the first time tonight if the city's Redevelopment Agency approves an offer from the Colton Joint Unified School District for 25 acres.

BLOG OPINION
WHY is this meeting between two public agencies CLOSED from the view of the Citizens?

WHY are the Students we care about so much being places as far to the edge of town as they can be? In the remotest site possible, bordering the County of Riverside, the Rail Road Tracks, adjacent to a much needed Power Plant?

WHY are the Students and the resorces that could be shared being put in such a remote location?

Why not put the TOWN CENTER businesses there in that on the edge of town, where the traffic from the new housing in High Grove can shop and spend and we gather the tax revenue, and keep the traffic out, and Keep our Students Center of Attention.

Why not put the County Library and the High School in the area under consideration for the "Town Center". The County Library Facilities could be shared by the High School Students, the Seniors and the General Public in the centralized Location. The school design could also include a band shell similar to the one at Flemming Park in Colton built into its library/arts and administration building. The High School Design should complement the entire community, not just the students being served during school hours. Empty schools are victims of theft and vandalism, where as a well shared facility is less subject to these negatives.

Do a land swap before it is too late. By the way it is strongly suggested that the Colton School District use its right of Eminante Domain to make this acquisition for the benefit of its students. Don't let the City of Grand Terrace Redevelopment Agency sell you and our students the "Least" desirable location and land in Grand Terrace.

GT project to push out park residents

- GRAND TERRACE - Residents of a 27-unit mobile home park will be forced to relocate to make way for a 250,000-square-foot shopping center on Barton Road east of Michigan Avenue.

This land purchase apparently was a direct deal between the previous owner and developer Dennis D. Jacobsen Family Holdings LLC. It is understandable the owners sold the property when the offer was made under the current determination of City Manager Tom Schwab to facilitate the construction of what is called the "Town Center Development". It is understandable the residents who currently live in the Mobile Home Park are upset at the prospects of having to move. Moving is never fun. However, the nature of leased or rented property is that you don't have absolute power over your use or enjoyment of the property.

The stated plans for the Occupants for the "Town Center" were again addressed by City Manager Tom Schwab. Included in his disclosure was 45,000-square-foot Stater Bros. will include a bank, pharmacy, bakery and deli. This will provide more competition with our local small businesses and restaurants. This will also leave a large vacancy in the current shopping center. This will also put two pharmacies in a town that could not support one after the proliferation of Kaiser, Costco, and RiteAid. Will Savon be built and then abandoned to be a vacant building?

Rental Income, and Lease Income which is earned by the developer does not generate taxes for Grand Terrace. Land being held by the Redevelopment Agency who pays the taxes on that land?

The corner of Mt. Vernon and Barton Rd still has not been constructed by this same favored development company.

Does the City of Grand Terrace have the funds to lease the space for the "New Library" a Lease Payment to be made to Jacobsen. The Library is not
owned by the City of Grand Terrace. The City of Grand Terrace "offered" space to the County Library for the Branch we now enjoy. Has City Manager Tom Schwab over extended his authority and the City's authority by negotiating with Jacobsen for a leased space. Who would know when such things are "negotiated" in CLOSED meetings.

What do we lose? We lose affordable housing in Grand Terrace. Will the Jacobsen Company charge the dislocated and relocated Mobile Home Owners and Renters with the same monthly cost at their current location? Or do we not care about providing affordable housing for the people earning the wages that retail and restaurants usually pay their employees. There is a bigger picture to consider. Will you do business in the Town Center? Think about your options.

Camera's In City Hall

This poster is glad the city is using remote cameras to detect and deter crimes in the parks. It would be great if the activities of the Planning Department, City Manager, and the Redevelopment Agency oh heck all of City Hall and City Business, were also on camera and with sound.

It would also be nice if the city could place cameras at the areas adjacent to the schools to record and ticket the countless drivers disregarding pedestrian right of ways, and of course the pedestrian's who cross on red lights or jay walk could be posted on a page of shame until their fine is paid to the city.

How about a auto speed enforcement, if the car speeds capture the license plate and bill the registered owner for the violation. If three violations go unpaid take the car off the street.

The possibilities are endless.

How about a camera on all areas where alcohol is sold both for on and off site consumption. There is a great potential for the application of this technology. Trained "watchers" or Citizen Watchers could direct the deputies on the ground.

GT Library Plans by San Bernardino County

There is a current plan to build a larger Library by 2009 in Grand Terrace. This Plan is on http://www.sbcounty.gov/library/facilities/main.htm page 199 of the report. They have a budget of over 1,200,000 and it contains an itemized plan for the budget. Paying a Lease is not part of the plan.

Now if smart heads could get together and build the Public Library on or near the High School... along with a Music conservatory or outdoor band stand for unamplified music, resources could complement each others and not be squandered.

The City Manager is in Negotiations with the Jacobsen Family Holdings to try to get a reduced rent for the Library. First of all, shouldn't the San Bernardino County Library Business Office be in negotiation with a property developer or owner in regards to a future location of a Library for Grand Terrace. Is the Grand Terrace City Manager Tom Schawb now also the head of the San Bernardino County Library Services? When was that appointment made? Second, prior to the sale of the property was the time to negotiate the building of the space for "Public" use. The City can force the building of curbs, street lights why not "Public Use Building" space.

The methods of acquiring the land, and selling it to Jacobsen has been a hideous misuse of power and government. The public has been poorly served by the City Manager Tom Schwab, and the Planning Committee and all persons involved in closed property negotiations with City Funds, or Redevelopment Agency Funds. This is an example of an over reaching use of governmental powers. The City Manager continues to use the powers of the government to force the sale of property to make it available to the Jacobsen's for development.

Citizens should write to Jacobsen Family Holdings, and suggest to them that they design a high school, library, and band shell/ performance area for the entire community, and pitch it on the property to the Colton Joint Unified School Board. This use and only this use would justify the past actions of the City and Jacobsen Family Holdings relationship with the City of Grand Terrace.

The Citizens of Grand Terrace should also write an amendment to its charter which forbids any closed meetings, and negotiations. The Citizens of Grand Terrace should write an amendment to the city charter requiring the dissolution of the Redevelopment Agency, and all properties not being planed for true public use projects under the purview of the City. The City of Grand Terrace is not the Colton Joint Unified School District, and should not be purchasing land speculating on the placement of a High School to recuperate the investment. These type of back door, and mis use of power should be stopped and reversed if possible.

City Manager Mr. Schwab makes several statements in fact and in tone which raise concerns of this bloger. First of all the claim that the information as to who the "Grand Terrace Partners" were was made public in a "Public Document" in November is an interesting defense to not being able to identify the companies, and the lawyer which formed the LLC by name in response to a public question during a City Council Meeting. Nhea, he retorted that The City's Legal Council doesn't like the Council Members to answer questions during a meeting. This does not inspire trust in The Council's Knowledge of what is going on, or the truth being shared openly.

City Manager Tom Schwab said "We sought out the companies" and reasons "they do not have undue influence upon us". This form of logic and City Management is flawed. First of all did the City put out to bid a proposal for the development of 123 acres of land along the freeway? Were there other ideas or developers invited to the table or discussed. Once the City Manager made his "Hand Picked" selection don't they become yes men to his singular opinion, has he not become obligated to support or defend his grandiose plans?

City Manager Tom Schawb has been presented with a report from the "Grand Terrace Partners" which calls for significant change in HIS PLAN and VISION of the area to be developed. Now this is where the citizens of Grand Terrace should become alerted to what this city has become. Has the City of Grand Terrace has become a City Manager Dictatorship?

Have the former owners of the property been denied their rights to fully appreciate the use and development of the property so that Schawbland could be developed? Has the City of Grand Terrace tread on the rights and free trade of property and development by allowing the City Manager and the City Planning Department to "Zone Out" other possible uses of private and formerly private property? Is this the kind of city we want to live in?

Of course there are no apparent link to any one in Grand Terrace. Also note that the Outdoor Activity Center is not listed as being a project on either web site. Also note that the type of project presented to the citizens of Grand Terrace in November as a Done Deal as far as the planning phase has never been done by either of the partners of "Grand Terrace Partners".

The revised plan is closer to what has been done in the past. Retail space for lease and some mixed use development. No development is close to being related to the development of a park like outdoor sports like retail center as envisioned by City Manager Tom Schawb.

City Manager Tom Schawb defense as to the availability of information by saying, " Those names Madison Marqwuette, Richard Anderson and Mar Ventures were publicly identified last November .... after a closed negotiation in a public document." Everyone should be offended by that statement. How would a citizen know to ask for a "public document" which is a document that is created after a private and closed meeting? This should remind all of us of the old shell game at the fair.

Property Development is not a bad thing. What is wrong, very wrong here is that the City Manager Tom Schawb and thus the City of Grand Terrace have tread on individual rights to develop their own property in a way which would be more inline with the practices of capitalism, private property ownership, and freedom of commerce. Shame on us all.

The City must begin to place an open call for open proposals on all City or Redevelopment Agency Property for all potential developers to put in proposals, and bids. The City MUST get out of the business of playing developer and property owner. The City Must NOT renew Tom Schawb's contract. The City Must put out to competitive bid all contracts for professional services and purchases. The City Manager should not be able to hand pick the City's Lawyer, Engineer, or other professionals needed for professional unbiased consultation with the Council.

Grand Terrace Partners WHO ARE THEY?

Is the City ever going to disclose who the individuals are that are behind the LLC "Grand Terrace Partners", the "Preferred Developer" picked by the City Manager? HMMMM?

Simple Solution to Traffic "Problem"

Traffic concerns for the typical Grand Terrace Citizen include the speed at which the drive through traffic proceeds through town. These temporary visitors seldom slow down enough to know what businesses are in Grand Terrace let alone shop in our town. These same folks speed through residential and commercial areas during the same hours our children are in their commute to and from school.

The simple solution to the traffic problem in Grand Terrace is slow down all traffic to 25mph throughout the entire city. We have a small town, slow down and enjoy it. For all those who fail to get off the speed, well they can pay for speeding tickets. There is no need to speed up to 40 mph when there is a light or stop sign at nearly every intersection now. (There was a time Barton Rd, and Mt. Vernon was the only stop sign on either of the main roads in town, and 40 mph may have been a reasonable speed.)

If the speed limits were lower than the average freeway speed perhaps the drive through traffic will stay on the freeway. Local residents would also be able to use Light Electric Vehicles to do their shopping and errands around town. We could add to the quaint factor by slowing down the race through town. This may attract people to stop, shop, and relax in town.

This is at least an idea, Steve Berry when asked by the press offered none.

Terrace Hills Middle School Junior Honor Society Induction

Terrace Hills Middle School held an Induction Ceremony for the Junior Honor Society. Inducted were 100 plus students. It was pointed out that this represents nearly 10% of the total school population. Of course that also means that 90% did not meet the qualifications for this elite designation which recognizes academic, leadership, service, commitment and citizenship qualities amongst the student body.

The Terrace Hills Tiger Band played throughout the program. The music selection was varied and provided an appropriate environment for the evenings event. Parents, and Grand Parents were there in support of both students being inducted in the Junior Honor Society and Tiger Band.
